Upon securing the Corridor, the City entered into an agreement with McKay and Somps <br /> in January 2009 for the design of the parking lot encompassed by Area 2 on the above <br /> map. Among other features, Phase II of the project includes 92 parking stalls; multi -use <br /> jogging and walking trails; lighted and landscaped pathways leading to the entrance of <br /> the Center; 3000 - square feet of patio space serving as an extension of the lobby; <br /> granite seat walls, and a sculpture area for the Monet statue donated by Pleasanton <br /> residents, Nancy and Gary Harrington. The Pleasanton Downtown Association <br /> expressed support for the design and the Parks and Recreation Commission reviewed <br /> and approved the design. <br /> A unique challenge of the project included developing an accelerated schedule to <br /> complete the design and construction of the parking lot to coincide with the planned <br /> opening of the Firehouse Arts Center. Subsequently, staff obtained proposal from both <br /> ELS Architecture and Urban Design (ELS) and McKay and Somps for the design of the <br /> plaza and garden areas immediately adjacent to the Arts Center (Area 1). Staff <br /> selected McKay and Somps to provide design ($50,080) and construction support <br /> services ($144,924) for the parking lot, plaza and garden areas, which are accounted <br /> for in Amendment No. 1 and Amendment No. 2, respectively, to the McKay and Somps <br /> contract. <br /> ELS Architecture and Urban Design Amendment No. 2 includes design coordination <br /> efforts for the interface of improvements of the parking lot, plaza and garden areas, as <br /> well as additional support and changes in scope of work for architectural services <br /> related to the Firehouse Arts Center in the amount of $83,548. ELS's involvement <br /> provides continuity in vision and is beneficial to the project's overall visual esthetics. <br /> Since the staging area used by the facility construction firm, W.A. Thomas Construction <br /> Co., Inc. (WATCO) is also the planned plaza and garden area, staff and the <br /> construction management firm of O'Connor Management Inc. concluded that a <br /> negotiated change order with WATCO would be cost effective and allow for the <br /> coordinated and timely completion of both the facility and related amenities. Therefore, <br /> a contract change order was successfully negotiated with WATCO in the amount of <br /> $1,540,909 for the construction of the parking lot, plaza and garden areas. Compared <br /> with other recently bid projects, and based on the project team's review, the proposal by <br /> WATCO was determined to be complete and competitive and less than the engineer's <br /> estimate of $1,690,200. <br /> The expansion of the Firehouse Arts Center project to include an additional phase of <br /> work within the transportation corridor necessitated an extension of the construction <br /> management services by O'Connor Management Inc. (O'Connor). Amendment No. 1 to <br /> the agreement with O'Connor in the amount of $79,115 also includes support services <br /> for the start up and operation of the facility's theatrical equipment, heating, mechanical <br /> and other building systems, facilitation of delivery and installation of public art amenities <br /> Page 4 of 5 <br />
