around the rezonings, they will need to be streamlined to assure a focused agenda. <br /> Attachment 3 represents an example of the meeting process. <br /> In general, the public process as outlined in Attachment 3 should assure adequate <br /> opportunity for community involvement, input and support. Nevertheless, staff is of the <br /> opinion that a task force inclusive of members from the general public is important. In <br /> addition, the inclusion of representatives from the Planning and Housing Commission is <br /> also seen as critical since both commissions will be asked to weigh in on the update <br /> process and will be responsible for carrying out the Housing Element's goals, programs <br /> and policies. Finally, City Council representation is also important to assure that the <br /> process is generally aligned with those issues that have been discussed by the City <br /> Council and items raised by community members at City Council meetings. <br /> Based on the above, staff is recommending Option 5 - an ad hoc task force comprised of <br /> two members each from the Planning and Housing Commission, two members from the <br /> City Council and five members from the public. Further, staff is recommending that the <br /> commission representatives be appointed from their respective commissions and that <br /> each City Councilmember appointment one of the five general public representatives <br /> based on applications received through the City's established advertising and <br /> appointment process. Due to the need to begin meetings in October, staff recommends <br /> scheduling the advertising and selection process such that appointments are made at the <br /> October 19 City Council meeting. In addition to the making of timely appointments, it will <br /> be critical that the task force have a clear scope and direction to assure that court <br /> ordered and self imposed timelines are met and that public comment is synthesized as <br /> effectively as possible. As a result, staff and the project consultant will coordinate the <br /> effort to balance this need with the overall public process. <br /> Role and Responsibilities of the Housing Element Task Force <br /> To assure a successful and timely process, it is important to define the role of the <br /> Housing Element Task Force prior to the start of the process to assure City expectations <br /> are being adequately addressed. To that end, staff has identified the Task Force's role <br /> and responsibilities as follows: <br /> . Be informed, collaborative and solution oriented. Be committed to attending <br /> meetings, reading staff information, and being prepared to balance individual and <br /> minority interests for the overall good of the community. <br /> . Provide a forum for community discussion. Actively engage the community in a <br /> constructive dialogue of housing concerns, possible strategies and assist in educating <br /> the community on housing matters. Be open to comment and various view points. <br /> . Provide input on draft products. Review and provide input on a draft inventory of <br /> sites, draft goals, policies, and programs including programs related to special housing <br /> needs such as housing for the disabled, seniors, low income families and the <br /> homeless. <br /> Page 4 of 5 <br />
