The scope of work and schedule submitted <br /> by Baird + Driskell covers all the tasks outlined in State Housing Law for updating the <br /> Housing Element and is consistent with the deadlines incorporated into the Settlement <br /> Agreement. <br /> PUBLIC PROCESS <br /> Active public participation is essential to completing the Housing Element update and the <br /> type of process used and the vehicle for conducting that process will be critical to <br /> meeting the project schedule. For the previous Housing Element, the Council established <br /> an ad hoc task force comprised of two members of the Planning Commission, two <br /> members from the Housing Commission and five members from the general public. All <br /> task force meetings were public and held at key decision making points during the <br /> process. For this update, staff has identified five options for coordinating the process: <br /> • Option 1- Assign the task of guiding the Housing Element to either the Planning or <br /> Housing Commission which will coordinate as determined by the commission. <br /> • Option 2- Establish an ad hoc task force comprised of two members from the Planning <br /> and Housing Commission and two City Council members. <br /> • Option 3- Establish an ad hoc task force comprised of one member from both the <br /> Planning and Housing Commissions, one member from the City Council and two <br /> members from the public. <br /> • Options 4- Establish an ad hoc task force comprised of two members from the Planning <br /> and Housing Commissions, and three members from the public. <br /> • Option 5- Establish an ad hoc task force comprised of two members each from the <br /> Planning and Housing Commission, two members from the City Council and five <br /> members from the public. <br /> While all of the options would result in a successful project, if the Council elects to utilize <br /> an ad hoc task force with members from the public (Options 3 to 5), appointments will <br /> need to be made no later than mid October resulting in the need to begin advertising <br /> immediately. Regardless of the option selected, moving efficiently through the task force <br /> formation and meeting process will be essential. <br /> Regarding the actual process and schedule, it should be noted that staff does not <br /> anticipate major changes to the City's existing housing programs, but believes the bulk of <br /> the effort will be spent on selecting and rezoning sites suitable for multifamily housing, <br /> creating appropriate development standards for these sites, implementing, and /or <br /> reinforcing anti - discrimination programs, and making changes to the City's Zoning <br /> Ordinance consistent with SB 2 to provide for approval of emergency shelters, and <br /> transitional and supportive housing. As a result, staff anticipates approximately eight <br /> public meetings between October and June including at least one broad -based <br /> community meeting. In addition, the process is intended to include at least one meeting <br /> before the Planning and Housing Commissions. The draft document and rezoning <br /> recommendations will be forwarded to the City Council in June /July 2010 with transmittal <br /> to HCD no later than August 16.
