Keep your commission informed and up to date regarding Housing Element Task <br /> Force Activity (Commissioners and Councilmembers only) - While the public process <br /> includes a number of commission check -ins, it is important that the Planning and <br /> Housing Commissions, and the City Council are kept abreast of Task Force activities <br /> and leanings. <br /> . Provide recommendations as requested by City staff — Providing recommendations <br /> to the City Council and /or commissions is important to assure they receive guidance <br /> prior to making the policy decisions needed for Housing Element approval. <br /> Growth Management and Housing Cap <br /> The City Council has expressed an interest in utilizing the Housing Element update <br /> process to develop potential changes to the existing housing cap and growth <br /> management program that are consistent with State Law, the Urban Habitat Settlement <br /> Agreement and community interest. While staff intends to utilize this process for <br /> beginning to explore various related alternatives, it should be noted that because the <br /> schedule for the Hacienda Task Force, Housing Element and Climate Action Plan <br /> processes are contained in the Urban Habitat Settlement Agreement, these projects will <br /> have a higher priority than the the growth management process. As a result, unless <br /> directed otherwise by the Council, staff focus will be to assure that all terms and <br /> conditions of the Settlement Agreement are met within the agreed upon schedules. <br /> Nevertheless, staff is optimistic that it can make significant process, or complete a review <br /> of growth management alternatives within the eighteen month time frame set forth for <br /> completing all actions required by the Settlement Agreement. Recall also that the City <br /> Council has authorized the formation of a Council Growth Management Subcommittee to <br /> conduct research and analyze various growth management options for the City.
