Proposal • City of Pleasanton Housing Element Update
Task 7
Conduct Other Community Outreach
Tasks for community outreach (workshops, meetings, etc.) would include:
(1) pre- meeting planning and preparation of materials (agenda, handouts,
presentation materials, displays); (2) conduct of the meeting; and (3)
preparation of post- meeting summaries. We have extensive experience in
meeting management, facilitation, information and involvement processes.
The Consultant will participate with staff in the review of the Housing
Element Workbook at community outreach events. The following are sub -
tasks:
7.1 Undertake Pre- Outreach Planning: Pre - meeting planning actions
include: (1) refine the approach and agenda with Staff; (2) find meeting
location, if different from City Hall; (3) coordinate noticing by City
Staff; and (4) prepare handouts and materials.
7.2 Conduct outreach events with the assistance and involvement of City
Staff.
7.3 Prepare Outreach Summary Report: Prepare a Summary Report for
review with the Task Force, Housing Commission, Planning Commission
and City Council.
Approaches and Options for Community
Outreach (Examples)
▪ Preferences Techniques. There are a number of techniques we have used
at meeting to identify preferences and directions. These have ranged from
planning games to preferences question instruments. The sequence of
meetings and outreach identified by the City for this process should work
well in a progressive process to determine direction.
" Experts" Presentations. We have found presentations by various experts,
depending upon the issues, to be an effective way to inform people and
to raise ideas in a non - threatening environment. This was done very
successfully for the City of Napa Housing Element and resulted in new
ways the City now processes multiple family development. Example
"experts" might include designers, developers, affordable housing service
providers, etc. This approach could focus on design of higher density
housing, for example —as we have found that many of the challenges in
land use planning are around the design and fit of new development into
the community — or, how we look at and apply development standards
such as density, FAR and design review criteria.
Part 2 — Work Tasks 12
