Proposal • City of Pleasanton Housing Element Update <br /> 4.6 Potential Housing Constraints: Consultant will review and <br /> evaluate current City policies, ordinances, development standards and <br /> fees that act as constraints to housing development and evaluate non- <br /> governmental constraints to housing development. <br /> 4.7 Current Housing Element Evaluation: Consultant will work <br /> with City Staff in evaluating the current Housing Element, which <br /> the Consultant will use and add to as needed. The Consultant <br /> will incorporate needed information into an evaluation template <br /> consistent with the most recent Housing Guidelines to assist with <br /> future evaluations. <br /> 4.8 Coordinate with Other Agencies: The proposed process will <br /> involve coordinating with other local agencies and housing groups, <br /> community organizations and housing sponsors, etc. <br /> 4.9 Other State Law Requirements: Consultant will include <br /> information to respond to other State law requirements, including <br /> group care, energy conservation, emergency housing needs, <br /> manufactured housing requirements, and the potential loss of rental <br /> units subject to the termination of rent subsidies. <br /> 4.10 Fact Sheets: The Consultant will prepare "Fact Sheets" <br /> summarizing conditions and opportunities for key housing issues. <br /> This provides an opportunity to focus in more detail on specific <br /> issues important to the community. The number and topics will be <br /> determined in coordination with Staff. The "Fact Sheets" provide an <br /> effective tool for use at community workshops. An analysis of how to <br /> respond to Government Code 65583.2 (c)(3)(A) — the adequate sites <br /> analysis is an example of a fact sheet. <br /> 4.11 "Best Practices" Options for Meeting Housing Needs: A memo <br /> will be prepared summarizing "best practices" and common terms <br /> and methods, as well as providing ideas regarding local opportunities <br /> for providing affordable housing in the City. This information would <br /> be incorporated, as appropriate, into the Housing Workbook and the <br /> Draft Housing Element. <br /> Task 5 <br /> Prepare Housing Workbook <br /> Based on the data collected and review of possible housing goals, policies and <br /> programs, as well as alternative strategies for sites, SB2 requirements, etc., <br /> Part 2 —Work Tasks 10 <br />
