Proposal City of Pleasanton Housing Element Update <br /> Task 4 <br /> Collect and Analyze Baseline Housing Data <br /> The consultant will take the lead and will be responsible for preparing <br /> technical materials required for the Housing Element. Aspects of this task <br /> could include, but would not be limited to, collection of information and <br /> analysis, evaluation, packaging choices, and preparation of documents. The <br /> consultant would also provide templates and other materials in coordination <br /> with City staff, to assist staff in the available lands inventory, assessment <br /> of sites, review of the current housing element, etc. The Consultant will <br /> collect and prepare data for issues required by State law, including data on <br /> demographics, special housing needs, farmworker housing, affordability, <br /> governmental and non - governmental constraints, energy conservation <br /> opportunities, protection of existing housing, housing needs, sites, etc. <br /> Assistance from City staff will be needed for some of this material. <br /> 4.1 Demographics and Housing Conditions: Consultant will <br /> be responsible for preparing required demographic and housing <br /> information that includes, but is not limited to household <br /> characteristics, overcrowding, housing conditions, affordability, <br /> special needs groups, overpaying households. <br /> 4.2 Land Use and Development: The Consultant will coordinate <br /> with City Staff on data to be provided to the Consultant on City <br /> land use controls, building codes, fees, permit procedures, site <br /> improvement costs, etc. City Staff will provide an inventory of <br /> vacant and underdeveloped housing sites and sites having potential <br /> for redevelopment for housing with updated information on site <br /> facility constraints; and information on construction activity, <br /> including second units, and vacancy rates. <br /> 4.3 Growth and Development Trends: Consultant will collect <br /> information on growth and development trends and projections for <br /> housing, households, jobs, jobs /housing mix (comparing numbers, <br /> salaries and housing prices), etc. from ABAG's Projections 2009 <br /> report, Department of Finance, and other sources. <br /> 4.4 Available Land: Consultant will consolidate and describe <br /> information on available land, including facilities constraints. <br /> 4.5 ABAG Housing Needs Determinations: The Element <br /> will incorporate the 2007 -mid 2014 ABAG Housing needs <br /> determinations. Consultant will assist Staff and in developing options <br /> to provide sites to meet those needs. <br /> Part 2 —Work Tasks 9 <br />
