Proposal • City of Pleasanton Housing Element Update
(4) agenda preparation; and (5) review of products. Meetings will be planned
with other Staff on an as- needed basis.
Task 2
Conduct Community Outreach and Housing Element
Task Force Meetings Sample Time Task Force and
Community authorship of plans through a task force elevates the level of Other Meetings
community discussion and acceptance of important issues, adds perspective Preparation Time 10.0 Hours
on strategy choices, creates a better understanding of ways to package Meeting Time 5.0 Hours
information, brings together different points of view, and fosters a shared Post Meeting Time:5.0 Hours
appreciation of differences of opinion that may exist. The consultant will
assist City staff in all aspects of the task force process and will attend all task Sample Time for Community
force meetings as desired by City staff. Tasks for each task force meeting could Workshop
include: (1) pre- meeting planning and preparation of materials (agenda,
handouts, presentation materials, displays); (2) conduct of the meeting; Preparation Time 25.0 Hours
and (3) preparation of post- meeting summaries. Opportunity for public Meeting Time 7.0 Hours
participation at task force meetings would be provided. Post Meeting Time: 8.0 Hours
Several approaches could be used for the task force meetings. We have found
a tour and debriefing to be an effective way to identify items of concern,
opportunities, and a common appreciation of potential strategies. Conducting
a visioning session could be another means to develop a "bigger picture"
framework for evaluating choices. On some projects we have worked with staff
to identify "partner groups" and have prepared "outreach kits" for task force
members to use when they meet with identified stakeholders (their designated
partners) in the community.
Task 3
Assess Regional Housing Needs Carryover and Identify
Housing Element Legal Requirements
The Consultant will review and evaluate recent changes to State law that
involve the requirements for the housing element. This task will involve
coordination with ABAG and HCD Staff as necessary in regard to the
potential carryover of units from the previous RHNA cycle, including the
Windstar development, and preparation of a Consultant summary of Housing
Element legal requirements. Staff and the Consultant will strategize on
approaches to meet Housing Element Legal Requirements.
Part 2 — Work Tasks 8
