Proposal • City of Pleasanton Housing Element Update
Part 2
Work Tasks
Project Goals and Approach
Housing Element content is prescribed in detail in State Housing Element
law (Govt. Code Sec. 65580 et. seq.). Within this overall framework, the
following are more specific objectives identified for creating a model Housing
Element for the City of Pleasanton:
!1 Establish an effective process for involving the Pleasanton community in
the preparation of the Housing Element.
Build a trusting working relationship with HCD.
a Make the Housing Element meaningful and assure the long -term
usability of the Housing Element by identifying "best practices,"
being able to respond to changing conditions, and considering creative
regulatory approaches.
a Build from the successes of the current Housing Element by identifying
current successful practices as a starting point for the Housing Element,
conducting an assessment / review of the current Housing Element,
identifying current housing conditions and needs, and confirming with
the community what has worked well.
■ Enable a simple, yet effective, annual review of the Housing Element, as
required by State law, once the Updated Housing Element is adopted.
Working With City Staff
Coordination with staff will be a critical component of the work effort. This
will include participating in staff meetings, being available at short notice
to respond to pressing needs, maintaining flexibility in work assignments
and responsibilities, working closely with staff in development and review of
interim and final products, and by assuring that products respond directly to
community needs. Efficiencies of time and products will occur the closer City
staff and the consultant can coordinate work.
A schedule of meetings would be identified to coordinate with City staff
throughout the process. These could include regular strategy meetings to
refine the approach for work tasks and the community involvement process, or
more specific meetings focused on particular items or outreach.
Part 2 — Work Tasks 4
