Proposal • City of Pleasanton Housing Element Update <br /> All of the work outlined in this proposal will be undertaken by Jeffery Baird, <br /> AICP, Principal, and Joshua Abrams, AICP, Associate. David Driskell, AICP, <br /> also a Principal with Baird + Driskell Community Planning, is available as <br /> needed for technical assistance and editing. Baird + Driskell's offices are located <br /> within a 45- minute drive of Pleasanton for easy scheduling. <br /> Process and Schedule <br /> The process and schedule contained in this proposal is intended to be <br /> consistent with the City's expectations and needs. Discussion with City staff <br /> should occur as one of the first tasks to refine the process and schedule to <br /> best respond to the needs of the update, especially in relation to rezonings <br /> and CEQA review. The process /meeting schedule graphic on the next page <br /> illustrates the key steps, sequence of activities and schedule for the Housing <br /> Element Update process. <br /> The process will include a number of opportunities for the community <br /> to review and comment on Housing Element policy options. Below is a <br /> description of key milestones in the process. <br /> N Preparation of a Housing Element Workbook for use with the Task <br /> Force and meetings with stakeholders and at community workshops and <br /> outreach events. <br /> ■ Community workshops and outreach (a starting point will be the <br /> structure provided in the Housing Element Workbook). <br /> ■ Review of community workshops and outreach findings, <br /> recommendations of the Task Force, and review of the Housing Element <br /> Workbook by the Planning Commission and City Council. <br /> • Preparation of the Preliminary Draft Housing Element. <br /> • Refinement of the Preliminary Draft Housing Element by the Task Force <br /> and through community outreach, and then review of the Preliminary <br /> Draft Housing Element by the Planning Commission and City Council. <br /> • Preparation of the Draft Housing Element and distribution to the <br /> public and the California Department of Housing and Community <br /> Development (HCD) as required by State law. The Draft Housing <br /> Element and the rezoning process will provide the basis for environmental <br /> review under CEQA. <br /> Part 2 — Work Tasks 5 <br />
