Proposal • City of Pleasanton Housing Element Update
successful housing strategies. While demanding a significant work effort, we
applaud the City's approach to conduct significant outreach and engage people
in the process — both through "new" and "old" technologies. Community
outreach through community-wide workshops, use of the web, and outreach,
review and comment opportunities by City decision - makers and stakeholders
all are effective ways to engage the entire community in policy choices.
Create Easy -to -Use, Attractive Documents
The adopted Housing Element document must be useful in day -to -day
decisions and be an effective tool moving forward. The challenge will be for
all products to be easy -to -use, direct, simple, with user - friendly graphic design
and organization, etc., so that information can be communicated clearly City of San Rafael
and unambiguously. Further, the Housing Element should consider future Climate Change Action elan
integration and conformance with the regional Sustainable Communities
Strategy under SB375 and the requirements under AB32. City of San Rafael Climate Change
Action Plan
Work Collaboratively and Efficiently
It is the City's intent to accomplish the work efficiently within the schedule d recommend Jeff Baird from Baird
identified in the RFP and based on the settlement agreement relating to the +Driskell Community Planning. All work products and outreach activities, seen his work in Marin County on
as well as the technical analysis required for any rezonings, through adoption the county -wide Housing Element
of the Housing Element must be completed in a sequential and timely workbook and also in preparing the
manner. The timeframe prescribed by the City in the RFP is both doable and San Rafael Climate Action Plan. In
appropriate for this project. Critical to the success of this effort will be the my opinion, he runs great meetings,
consultant's ability to work collaboratively with City staff Our experience solicits input, and overall does a great
in exactly this role has helped to provide expert consultant services in a very job negotiating diverse interests and
efficient way. Specifically, we can provide templates and other materials to perspectives:'
assist staff in (1) preparation of the available sites inventory, (2) review of
the effectiveness of existing housing programs, (3) provision of background Kristi Bascom
materials and graphics for staff reports, and (4) samples of notices and ideas for Pl B Municipal Consulting
public engagement activities. We will also provide materials electronically for
future use by the City.
Expertise in Housing Sites Analysis
We have extensive experience in general and specific plans, regulations,
housing sites inventories, zoning and plan implementation. As an example, we
undertook an "adequate sites" inventory and selection process for the Town
of Corte Madera Housing Element and then created an Affordable Housing
Overlay Zone as an implementation tool. The overlay zone received HUD's
Robert L. Woodson Jr. Award (2005) and the plan and zoning has resulted is
the development of San Clemente Place (completion in 2008) which provides
79 affordable one -, two- and three- bedroom apartments in a mixed use
development close to jobs, shopping, parks and schools. We undertook similar
processes for the City of Davis, City of Goleta and the City of Foster City,
among others.
Part 1 — Overview 3
