(d)(1) above. <br /> <br /> (e) "Employee" shall mean any person hired by any employer, <br /> including part-time and seasonal employees, but excluding <br /> any ~ndependent contractors hired by the employer. <br /> <br /> (-f) "Employer" shall mean any public or private employer, <br /> including the City, who has a permanent place of business <br /> in the Cit:y, For purposes of this ordinance, the <br /> maximum number of employees on the largest shift shall <br /> determine the size of the employer. "Employer" shall <br /> not include contractors with no permanent place of <br /> business in the City, other businesses with no permanent <br /> work place location, government agencies not required <br /> by law or regulation to follow local regulations, and <br /> school districts with respect to employees actually <br /> employed at school sites. <br /> <br /> (g) "Level of Service" shall mean a measure of the percentage <br /> of capacity of a roadway or intersection being used <br /> during .the peak hour, as determined by the City Engineer, <br /> and in accordance with the definitions contained in the <br /> Highway Capacity Manual, HRB Special Report 87. <br /> <br /> (h) "Peak Hour Periods," "Peak Hour," and "Peak Periods" <br /> shall mean the hours from 7:30 a.m. to 8:30 a.m. and <br /> 4: 30 p.m. to 5: 30 p.m. during work days. Peak period <br /> trips shall mean employees' co~ute trips to or from a <br /> work place when the employees' work day begins and/or <br /> ends within the peak periods. <br /> <br /> (i) "Single-Occupancy Vehicle" shall mean a motor vehicle <br /> occupied by one (1) employee for commute purposes, <br /> excluding motorcycles, unipeds and other two-wheeled <br /> vehicles. ' <br /> <br /> (j) "Van Pool" shall. mean a van occupied by eight (8) to <br /> f~fteen (15) employees travelling together. <br /> <br /> (k) "Workplace" shall mean t~e place of employment, base of <br /> operation, or predominant location of an employee. <br /> <br /> I V. %'3>~ REOU IRt':HIP. 5)TS. <br /> <br /> (a) All E~]-oVers - Survey Reports.
