A U G 2 0 1984 <br />.- ,( ( <br /> <br /> the complex has had occupancy for less than four months, <br /> a fifteen percent (15%) reduction; <br /> <br /> (b) at the time of the second annual report, a twenty-five <br /> percent (25%) reduction; <br /> <br /> (c) at the time of the third annual report, a thirty-five <br /> percent (35%) reduction; and <br /> <br /> (d) at the time of the fourth annual report, a forty-five <br /> percent (45%) reduction. <br /> <br /> § ]iX. CITY EVALUATION OF CITY-WIDE TSM PROGRESS. <br /> <br /> (a) Review of Cit_y_~-Wide TSM ProSress. The Pleasanton Coordin- <br /> ator shall review comnliance with the requirements of <br /> this ordinance. Said review shall include review of <br /> (i) TSM P~:ograms, (ii) annual reports, (iii) the results <br /> of the City' s intersection monitoring program, (iv) employer <br /> surveys, and (v) the programs and progress of the TSM <br /> Task Force. <br /> <br /> (b) Report to City Council and TSM Task Force. The Pleasanton <br /> Coori{inator shall yearly submit a summary report to the <br /> City Council and TSM Task Force describing the results <br /> as of that date of the TSM programs, a general summary <br /> of the Iprograms of the TSM Task Force and their prospects <br /> for success, and the relationship of the TSM programs to <br /> the goals of this ordinance. The Pleasanton Coordinator <br /> and/or the TSM Task Force may recommend any changes to <br /> this ordinance as may be necessary to meet the goals <br /> established herein. <br /> <br /> (c) Implementation of Mandatory TSM Programs. If, at any <br /> ~7~""~er two (2) years f~om ~h'e effective date of <br /> this ordinance, the Pleasanton Coordinator determines <br /> that substantial progress is not being made to meet the <br /> goals of this ordinance based on the actual traffic <br /> reduction achieved by employers/complexes' TSM programs <br /> and/or the deterioration of traffic levels of service to <br /> mid-LOS D (vehicle/capacity ratio of 0.86) or worse, <br /> the ~'~1 ' ~ <br /> · . ea-.,anton Coordinator may recommend that the City <br /> Council institute the mandatory TSM program requirements <br /> included in Section X. <br /> <br /> (1) A hearing shall be held before the City Council <br /> following thirty (30) days notice to all Employers <br /> of more than 50 Employees on a single shift and to <br /> represcnta~:ives of all Complexes. <br /> <br /> (2) If, following said hearing, the City Council <br /> determ:[nes that substanti.al progress is not being <br /> made, and that tim? alone.will not bring success <br /> <br /> -12- <br /> <br /> <br />
