BACKGROUND
On June 17, 2008, the City Council awarded a construction contract to Gordon N. Ball,
Inc., in the amount of $3,917,374. The subject project has since been completed and is
ready for acceptance.
The City's Capital Improvement Program (CIP) has included four projects related to
improvement of Bernal Avenue and Vineyard Avenue traffic movements. Included is
the construction of the Bernal Bridge (CIP No. 995067), the widening of Bernal Avenue
from Vineyard Avenue to Arroyo Del Valle (CIP No. 005029), the installation of a new
traffic signal at the Bernal Avenue and Vineyard Avenue intersection (CIP No. 025018),
and the partial construction of the Vineyard Avenue /Arroyo del Valle Sewer Addition,
Phase I (CIP No. 902028). These four CIP projects were combined into the current
project as a way of improving project and construction efficiencies.
This project included:
. Construction of a new bridge and widening the roadway between Vineyard Avenue
and Nevada Court. A bridge of approximately 284 feet long by 44 feet wide crossing
the Arroyo Del Valle was constructed utilizing a pre -cast concrete slab supported by
steel piles and spread footings. Approximately 12,500 square feet of roadway
pavement on both side of the bridge was added to allow two lanes of vehicular traffic
plus a bike lane in each direction. As part of this project, 85,000 square feet of
pavement was resurfaced on Bernal Avenue between Nevada Court and Tawny
Drive. Open - graded asphalt concrete was employed to reduce traffic noise and
enhance skid resistance and drainage.
. Creation of wetland and riparian mitigation sites in the Arroyo Del Valle and on the
Bernal Property. Approximately 1.08 acres of wetland and other water habitat was
created at the Mission Creek site located on the southeast corner of Valley Avenue
and Laguna Creek Lane intersection to compensate for 0.23 acre impacted by the
new bridge construction. Approximately 1.60 acres of riparian habitat was also
created to compensate for 1.0 acre impacted by the shading effects of the newly
constructed Bernal Bridge. The 0.85 acre of excess created wetland and 0.60 acre
of excess riparian habitat can be earmarked for future City of Pleasanton project(s)
where wetland and riparian mitigation is required.
. Installation of approximately 900 linear feet of sanitary sewer and its appurtenant
structures between Vineyard Avenue and Nevada Court. A portion of this sewer line
spans the Arroyo and has been attached to the east side of the existing bridge.
A summary of other project related work completed to -date includes the following:
. Purchase of the property and demolition of structure at 3421 Vineyard Avenue
(Caroline property) to accommodate the bridge and roadway widening.
