MOTION: It was M/S by Cook- Kallio/Thorne to adopt Resolution No. 10 -382 accepting the FY <br /> 2010 -11 Mid -Term Budget and Capital Improvement Program. Motion passed by the following <br /> vote: <br /> Ayes : Councilmembers Cook - Kallio, McGovern, Sullivan, Thorne, Mayor Hosterman <br /> Noes : None <br /> Absent : None <br /> BREAK - Mayor Hosterman called a brief recess at 8:56 p.m. and thereafter, reconvened the <br /> regular meeting 9 :00 p.m. <br /> 13. Accept and provide comment on the Draft Pleasanton Youth Master Plan <br /> Assistant to the City Manager, Maria Lara, provided a background on the inception of the <br /> Pleasanton Youth Master Plan and Implementation Committee. She stated that for the past two <br /> years, members of the Committee have worked to complete an audit of the existing Master Plan <br /> and also worked diligently to pursue an update. The initial steps of the update process included <br /> many discussions about shaping a process that would be inclusive and welcome community <br /> input from youth, adult, and families in the community. The services of MIG were contracted to <br /> assist with the development of the plan and the committee formed an ad -hoc committee that <br /> helps to oversee the actual process. She also acknowledged Human Services Manager <br /> Yurchak, who will be spearheading the implementation efforts to come. <br /> Ms. Lara stated that the update included a public outreach process that helped shape the key <br /> findings, goals, and strategies of the Draft Plan and currently, the final phase of the Master Plan <br /> process is underway. The three phases covered in the project included: 1) interviews with <br /> various community stakeholders and focus groups as well as two surveys deployed through the <br /> City website; 2) a community workshop with over 75 youth and adult residents present to <br /> engage in meaningful discussion about the draft vision, values, and goals; and 3) informational <br /> items presented to the Council, School Board, and City - School Liaison Committees. <br /> Ms. Lara explained that Master Plan framework developed and approved by the Committee is <br /> guided by the six values, integrity, involvement, education, safety, diversity, and nurturing <br /> environments. Committee members revisited the vision statement and all agreed that goals of <br /> the existing plan were still applicable. They include a prepared youth, healthy and safe youth, <br /> contributing youth, youth friendly environments, supportive families and community, and <br /> informed youth and adults. These goals are accompanied by forty -nine more detailed strategies <br /> which aim to promote awareness of existing programs, support counseling service and <br /> programs that benefit children and families, and partner with agencies and other organizations <br /> to meet youth needs. <br /> Ms. Lara stated the Master Plan is at the end of the final phase, which includes this presentation <br /> to the Council as well as one to the Board of Trustees next week for review and comment <br /> before returning to the Council with a final presentation. <br /> Councilmember Cook - Kallio said she is delighted that the City pays such substantive attention <br /> to what young people say in this community. She said this is amazing work. Councilmember <br /> McGovern's work has been a tremendous asset, and the kids she has spoken with feel that they <br /> have been listened to.
