Disclosures for Foothill High School and the Union Pacific Railroad: <br /> The Planning Commission questioned staff regarding disclosures for railroad noise <br /> from the Union Pacific Railroad one mile south of the Yee property and the <br /> activities of Foothill High School. Staff replied that Foothill High School would be <br /> apparent to future buyers and that the railroad noise did not impress staff as being <br /> objectionable. <br /> The Planning Commission added Condition 27.h. to disclose the activity at Foothill <br /> High School but did not add a condition disclosing railroad noise. Staff and the <br /> applicant concur with the Planning Commission's recommendation. <br /> Miscellaneous Discussion Items: <br /> The Planning Commission discussed the source of the tree replacement ratios; the <br /> open space preservation; the preparation of a construction traffic management <br /> plan to prevent conflict with Foothill High School traffic; calculating building floor <br /> area including the floor area for accessory structures inside /outside the envelope <br /> areas; calculating tree replacement and determining replacement species; clarify <br /> the type and location of fencing; and to delete references to vineyards. <br /> The Planning Commission added or modified the following conditions: add <br /> Condition 29., modify Condition 30., and modify Condition 108. on construction <br /> hours and traffic management; modify Condition 33.b. to clarify building floor area; <br /> add Condition 38.c. to clarify the type and location of fencing; and add Condition <br /> 38.e. deleting references to vineyards. Staff and the applicant concur with the <br /> Planning Commission's recommendations. The Commission's discussion on open <br /> space preservation and tree replacement did not result in any new or modified <br /> conditions. <br /> Other Issues <br /> For a complete discussion of the proposal, please refer to the Planning Commission staff <br /> report (Attachment 10). A summary follows. <br /> General Plan The proposal implements the Land Use Element and the <br /> applicable policies and programs of the Pleasanton General Plan. <br /> West Foothill Road Overlay District The proposal implements the letter and /or <br /> intent of the development standards for the West Foothill Road Overlay District <br /> such as cluster development, building envelope locations and setbacks from <br /> Foothill Road, tree preservation, viewsheds from Foothill Road, and the design of <br /> fencing and retaining walls. As discussed in the attached Planning Commission <br /> staff report, the building height for these lots will be measured as a 30 -foot sloping <br /> plane referenced from topography with an absolute maximum height of 40 feet <br /> from the lowest to highest points of the structure. <br /> Traffic, Circulation, and Parking The proposed project will generate a <br /> negligible increase in trips to the existing private street and to Foothill Road. <br /> Guest parking will be provided on the lots and on selected areas of the private <br /> street. The applicant will realign the angled driveway entrance to Foothill Road to <br /> a 90 angle, will construct turning lanes /pockets, and will move the access gate <br /> Page 9 of 16 <br />
