Staff also added Condition 38.d. requiring the landscaping of <br /> these lots to comply with Califomia's Model Water Efficient Landscape Ordinance. <br /> The applicant concurs with this addition. <br /> The Planning Commission questioned the applicant on the criteria used to prepare <br /> the photo simulations. Joseph Gorny, project architect, replied that the photo <br /> simulations though preliminary are based on the six -lot plan and utilized homes <br /> that he designed on other hillside areas. He added that they are applicable to the <br /> four -lot plan, included the floor area of the garage, and varied from 5,500 square <br /> feet for Lot 4 to 7,000 square feet for Lot 1 and for Lot 3. He added that Lot 3 of <br /> the six -lot plan was the most visible lot to Foothill Road of the previous proposal <br /> and was deleted from the four -lot plan. He noted that the preliminary designs <br /> calculated building height based on a 30 -foot slope plane but was not limited by <br /> the 40 -foot maximum height standard now recommended by staff. <br /> The Planning Commission concurred with the applicant. No additional condition <br /> was required by the Planning Commission. <br /> Existing Trees: <br /> Mr. Tim Belcher, representing the California Native Plant Society, commended <br /> staff and the applicant for their work on improving the proposal. He inquired as to <br /> the feasibility of preserving the Heritage Trees Nos. 100, 101, 191, 192, 197, and <br /> 198 in the proposed driveway accessing Lot 3 and Lot 4. Staff replied that it will <br /> look into this matter further with its review of the engineering drawings. Mr. Daryl <br /> Alexander, project engineer, stated that the applicant will definitely look into this <br /> matter but that there is no plan to grade this area of the site until Lot 3 and /or Lot 4 <br /> develops. Staff notes that the removal of these trees, if they are removed, is <br /> covered by the Initial Study and by the Draft Conditions of Approval. <br /> The Planning Commission concurred with the staff the applicant, and Mr. Belcher <br /> and added Condition 23 covering these trees. Staff and the applicant support the <br /> Planning Commission's recommendation. <br /> Custom Homes: <br /> The Planning Commission believed that all references to "custom" homes, "mass <br /> developed" homes, and similar references should be deleted from the conditions <br /> to prevent future misunderstanding by owners and neighbors as to the type of <br /> house that may be built on these lots. Staff replied that the purpose of the <br /> guidelines is to address the design standards and review process for a future <br /> home design, not custom homes per s�, and that these references could be <br /> deleted. <br /> The Planning Commission requested that staff delete any reference to "custom", <br /> "custom design or "mass- developed" from the conditions.
