App. #1013 The DINE Corporation Women in Transition Workshop
Requested: $15,000 Recommended: -0-
Chairperson Kennedy discussed earlier comments made by Commissioner Nagler. She felt
there was a need for this type of service but that information was missing from the application.
Commissioner Rowland thought the project had potential but found it difficult to compare without
receiving all of the information. She also felt that something was lacking with the mechanics of
the program. Commissioner Nagler agreed and thought there was a need for counseling of this
type. He felt it was important that agencies understand what this Commission is looking for in
the applications and how it is trying to allocate a limited amount of funds. Commissioner Nagler
felt agencies needed to be clear on what services they were going to be providing.
Mr. Erickson felt that part of the HHSG grant process has been to develop associations with and
provide technical support and capacity building to agencies and that staff would be happy to
work with DINE to help them put together a program that is more in line with what is required by
the City of Pleasanton. He advised that staff would establish a line of communication with Ms.
Thompson.
Commissioner Wilson felt there was a need for the types of services that DINE proposes to
provide and commended Ms. Thompson for applying.
App. #1014 Axis Community Health Access to healthcare for the Uninsured
Requested: $10,000 Recommended: $10,000
Chairperson Kennedy requested a break at 6:10 p.m.
Chairperson Kennedy resumed the meeting at 6:45 p.m.
App. #1015 Neighborhood Solutions Housing Rehabilitation Program
Requested: $200,000 Recommended: $200,000
Mr. Erickson provided details about the program advising that typical rehab loans are
approximately $30,000 to 40,000, while smaller grants are about $3,000 to $5,000. The Housing
Rehabilitation Program is used by many and allows low- income residents to stay in their homes.
Commissioner Wilson confirmed that the City places a lien against the properties as a way of
retrieving funds when the properties sell.
App. #1016 Eden Council for Hope and Opportunity (ECHO) Housing Counseling Services
Requested: $56,735 Recommended: $55,000
Mr. Erickson provided information about this program and HUD requirements.
App. #1017 Tri- Valley Haven Shiloh DV Shelter Handicap Ramps and Paving
Requested: $9,333 Recommended; $9,333
Human Services Commission Minutes
March 3, 2010
Page 8
