The American Reinvestment and Recovery Act Grant funding Program was <br /> developed to maximize the use of the funds available and to collaborate with other <br /> agencies to leverage other grant funding opportunities that were available. To date the <br /> City has been successful in that effort by joining the following three programs that have <br /> already been approved by the California Energy Commission. <br /> 1. StopWaste.org Green Packages Program was funded at $10.7 million and <br /> implements the California Comprehensive Residential Building Retrofit Program. <br /> This program is intended to create jobs and stimulate the economy through a <br /> comprehensive program and to implement energy retrofits in existing residential <br /> buildings. <br /> 2. State Energy Program Finance District was funded at $16.5 million which <br /> enables our local government to form an assessment district, this provides the <br /> ability for property owners to install renewable energy and energy efficient <br /> improvements on their properties, and pay for the improvements over time <br /> consistent with AB811. <br /> 3. Energy Technology Assistance Program (ETAP) was funded at $6 million. The <br /> goal of this program is to specify and implement advanced energy efficiency <br /> technologies in local government facilities and developing project case studies. <br /> The targeted technologies include wireless lighting controls, wireless HVAC <br /> controls, and occupancy sensor controlled bi -level lighting in parking lots. <br /> Staff is continuing to pursue many other grants and programs that are available over the <br /> next couple of years and hopes to be successful in further opportunities. <br /> The next grant opportunity that was available was the Department of Energy's Energy <br /> Efficiency Conservation Block Grant (EECBG) funding which was available to all cities <br /> and counties based on population. Pleasanton's allotment was $692,700; it was our <br /> intention again to maximize the use of this grant to leverage other opportunities long <br /> term. To ensure this occurs the grant was divided into 8 program activities: <br /> 1. Energy Efficiency Conservation Strategy Development (EECS) $107,216 <br /> This portion of the grant was used to develop the EELS (see attachment A) and <br /> will be used for a portion of the energy strategy in the climate action plan. The <br /> following eighteen elements were researched in detail by staff and our <br /> consultant. <br /> 1 Climate Action Plan 7 Solar Cities Outreach 13 Green Packages Program <br /> 2 Energy Manager Position 8 Vehicle Fleet Study 14 LED Street Lights <br /> 3 Solar Municipal Sites 9 Electric Vehicle Charging 15 Green Building Programs <br /> 4 Green Retrofit Program 10 Solid Waste Assessment 16 Outreach program <br /> 5 PG &E Energy Partnership 11 Community Choice Aggregation 17 Illuminated Street Signs <br /> 6 Water Conservation 12 Climate Friendly Purchasing 18 Energy Finance District <br /> 2. StopWaste.org Green Packages Program $25,000 <br /> This portion of the grant reimburses the cost for the City to participate in the <br /> StopWaste program that was approved by Council in 2009 <br /> Page 3 of 6 <br />
