5 low income units (80% of AMI; $57,120 annual income for a two person <br /> household) <br /> 31 moderate income units (120% of AMI; $85,750 annual income for two persons) <br /> Andy Byde, Braddock and Logan provided a PowerPoint presentation on the Civic <br /> Square Project and the plans for demolishing existing building and replacing with a new <br /> exercise and clubhouse. He advised that the new buildings will be two and three -story <br /> apartment buildings with two bedroom two bathroom units with a floor area over <br /> 1,000 sq. ft. Floor plans of the units were reviewed. <br /> Mr. Byde also reviewed the affordability breakdown of the units and compared the <br /> proposed rents to those of other apartment developments in the area. He advised that <br /> Braddock and Logan built and has overseen the Civic Square complex since its opening <br /> in the late 1980's. <br /> Commissioner Hempill confirmed that the 5 units designated at 80% of the Area Median <br /> Income would also be two bedroom, two- bathroom units. She questioned whether any <br /> changes had been made to rents because of the economy. <br /> Commissioner Harris questioned whether market rate comparisons provided had been <br /> made based on comparable square footage. He also asked whether the developer had <br /> managed to work out all concerns from the Planning Commission and City Council. <br /> Commissioner Stark confirmed that this project was going to be consistent with the <br /> Inclusionary Zoning Ordinance. <br /> Chairperson Casey opened the meeting for public comment at 7:25 p.m. <br /> Jessica Lehman, Community Resources for Independent Living (CRIL) indicated that <br /> CRIL would like to see a greater level of affordability in the new units that are proposed <br /> to be added to this project. She was concerned that many people, especially those with <br /> disabilities, still will not be able to qualify even if the rents are at the 80% AMI level. <br /> Ms. Lehman asked that consideration be given to offering two extremely low income <br /> units for the disabled. <br /> Chairperson Casey closed the meeting for public comment at 7:29 p.m. <br /> A motion was made by Commissioner Harris, seconded by Commission Stark, <br /> recommending approval of the Affordable Housing Agreement as presented in the staff <br /> report and consistent with the City's Inclusionary Zoning Ordinance for the Civic Square <br /> Apartments project at 4800 Bernal Avenue. The motion was approved unanimously. <br /> Commissioner Stark confirmed that no public funds are being used for this project which <br /> might give the City additional leverage to require a higher level of affordability. <br /> Page -2- <br />
