For additional project <br /> information please refer to the Planning Commission staff report (Attachment 8). <br /> DISCUSSION <br /> Housing Commission <br /> Andy Byde, representing Braddock and Logan, was present at the February 18, 2010 <br /> meeting to answer questions. Jessica Lehman and Carmen Rivera Hendrickson were <br /> present at the meeting and spoke on designating some of the Civic Square apartments for <br /> Very Low Income and Extremely Low Income households. There was no other public <br /> testimony. The Housing Commission reviewed the draft Low- and Moderate Income <br /> Housing Agreement and recommended its adoption to the City Council. <br /> Planning Commission <br /> Andy Byde, representing Braddock and Logan, was present at the March 10, 2010 <br /> meeting and spoke in favor of the proposal and answered questions. Jessica Lehman was <br /> present at the meeting and spoke on Universal Design principles and accessibility for <br /> persons with disabilities. There was no other public testimony. The Planning Commission <br /> discussion covered the following issues: <br /> Universal Design Principles and ADA Accessibility: <br /> Universal Design is a community- oriented design principle that addresses the needs <br /> of people with reduced mobility the elderly and ill as well as persons with <br /> disabilities. It is usually applied to residential development types not normally <br /> covered by the ADA requirements of the California Building Code (CBC) such as <br /> single family detached, duplex, and triplex units. <br /> In implementing the City Council's direction for Universal Design, staff worked with <br /> the applicant and with Jessica Lehman and Carmen Rivera Hendrickson, who <br /> spoke at the previous City Council hearing, on the proposed design plans to provide <br /> Universal Design measures in the new ground floor units to augment the <br /> requirements of the Building Code. The review resulted in Conditions 6 through 9 <br /> and 16 that will bring the project plans including the new swimming pool into <br /> compliance with the ADA requirements of the Building Code and with the principals <br /> of Universal Design. <br /> At the public hearing, Ms. Lehman believed the proposal to be a good start and <br /> requested the Planning Commission recommend adding roll -in showers for the 10 <br /> ADA adaptable units as well as for the four units already required by the California <br /> Page 5 of 10 <br />
