Building Code (CBC); adding an ADA lift for the new community pool; and adding <br /> other measures including grab bars, wheel chair turn around space in the adaptable <br /> bathrooms, and low work surfaces in the adaptable kitchens. <br /> Staff stated that it discussed the feasibility of roll -in showers for all ground floor units <br /> with the applicant. However, the applicants have stated that the construction and <br /> maintenance costs of roll -in showers make them infeasible beyond the four units <br /> required by the CBC. Staff added that the Planning Commission should include a <br /> condition requiring two bathrooms per unit in order to assure that the four roll -in <br /> showers required by the CBC are provided, and that the low work surfaces for the <br /> kitchens in the adaptable units will be reviewed with the building permit. <br /> The applicant stated that the new swimming pool in the recreation area will include <br /> a lift similar to the one used at the City's Aquatic Center; that one bathroom in each <br /> adaptable ground floor unit will have a wheelchair turn around area and will permit <br /> the addition of grab bars; but that low work surfaces in the kitchens may be difficult <br /> to provide due to the limited cupboard and storage space. <br /> The Planning Commission agreed with staff's recommendation and added <br /> Condition 8 to provide two bathrooms for each ground floor unit thereby assuring <br /> the four roll -in showers required by the California Building Code. The Commission <br /> concurred with Ms. Lehman's comments and added Condition 9 for the low work <br /> spaces for the kitchens in the ADA adaptable units. The Planning Commission also <br /> added Conditions 8 and 16 that addressed the bathroom grab bars and turn around <br /> areas and the swimming pool lift, respectively, reflecting the applicant's commitment <br /> to provide these features. Staff and the applicant concur with the Planning <br /> Commission's recommendations. <br /> After the Planning Commission hearing, staff met with the applicant and Jessica <br /> Lehman to further discuss and work out the Universal Design details of this <br /> proposal, e.g., low work surfaces in the kitchen, door widths, etc., before the City <br /> Council meeting. Staff believes that consensus has been achieved on the Planning <br /> Commission's recommendations. <br /> Laundry Facilities: <br /> The Commission commented that the proposal will remove three of the seven <br /> existing detached laundry buildings serving the residents of the Civic Square <br /> apartments. The applicant replied the proposed units will have interior washers and <br /> dryers and that the existing units are being converted to have interior washers and <br /> dryers as they change tenancy. In the applicant's opinion, adequate laundry <br /> facilities will be provided for all existing and proposed units. <br /> The Planning Commission agreed with applicant's conclusion. No additional <br /> condition was required by the Planning Commission. <br /> Open Space Area: <br /> The Commission discussed the feasibility of additional lawn area in the new pool <br /> area. Staff described the original design concept of the Civic Square Apartments <br /> small groups of buildings surrounding integral open space areas that staff <br /> believed provided an open space amenity for the apartments.
