Alameda County Transportation Improvement Authority
Special Transportation for Seniors and People with Disabilities
The fare structure is divided into two (2) areas of service: (1) In -Town Service, and (2) Out
of -Town Service. Pleasanton residents pay $3.00 for in -town service, and $3.50 for out -of-
town service. Residents living in Sunol and the unincorporated areas of Pleasanton pay $3.50
for in -town service, and $4.00 for out -of -town service. The PPS fare structure is consistent
with Wheels Dial -A -Ride fares. Rider punch cards are sold for $30.00 and $35.00, and may
be purchased in advance at the Pleasanton Senior Center. Drivers punch the clients' cards
according to the destination.
The City of Pleasanton also funds a fee assistance program for all residents who meet Federal
Housing and Urban Development (HUD) income guidelines. Eligible seniors may ride at a
75% discount, up to $200 per fiscal year. As the PPS fares continue to increase, the City's fee
assistance program continues to gain popularity with 73 seniors approved during the first 6
months of FY 2009 -10. Only 44 seniors used the Fee Assistance Program during all of FY
2008 -09. As resources become tighter and tighter, the Fee Assistance Program will not be
able to meet all the demands of the participants and thus some people will not receive the
assistance and will be unable to buy paratransit tickets.
The PPS Door -to -Door service area covers all Pleasanton, its unincorporated areas, and
Sunol. Limited service to medical appointments in Livermore, Dublin, and San Ramon is
permitted to approved destinations.
Types of rides provided vary according to the needs of the clients. In FY 2008 -09, 16,578
rides were completed. For FY 2010- 11, 14,000 Door -to Door PPS rides are planned, serving
over 400 unduplicated clients.
Funding for this core service includes:
Measure B city -based dollars 69,121
Fares 42,000
MTC TDA 4.5 funds 43,552
City General Fund $376,494
Total $531,167
The Door -to -Door Service budget for FY 2010 -11 reflects a 71% subsidy from the City's
general fund which is one of the highest city subsidized years for this program ever.
Reductions in both Measure B city -based dollars and MTC TDA 4.5 dollars have required
the City of Pleasanton to increase their general fund contribution leaving funding for the
newly created Downtown Route Service in jeopardy, which has proven to be a successful
program with over 4,163 rides provided in its first year of service (January 2008- January
2009). For the first six (6) months of FY 2009 -10, 3,430 rides have been provided.
Downtown Route (DTR)
Although not funded through Measure B city -based dollars, DTR directly impacts the Door
to -Door paratransit service. DTR is funded through a Measure B Gap Cycle 4 Grant for FY
2008 -09 and FY 2009 -10 and continues to gain popularity. This shuttle includes routes that
Page 5 of 22
