Alameda County Transportation Improvement Authority
Special Transportation for Seniors and People with Disabilities
6A. DESCRIPTION OF SERVICE COMII'ONENTS AND PLANNED CIIANGES
Please provide a narrative description for each service component listed in Question 6 and
describe any planned changes.
Response:
Door -to -Door Services
As the core transportation service for the City of Pleasanton, Pleasanton Paratransit Service
(PPS) Door -to -Door transportation program is for Pleasanton/Sunol residents 60 years
older, and for disabled residents 18 -59 years. Livermore Valley Transit Authority (LAVTA)
determines ADA eligibility for disabled residents. 55 of the PPS clients are 81 years and
older. The purpose of the program is to reduce isolation, increase socialization, and
encourage independent living, thereby minimizing the need for institutionalization and
enhancing the quality of life for residents no longer able to drive or who do not have a car.
The program provides door -to -door, driver assisted transportation. PPS requires the driver to
remain within sight of the vehicle at all times for the safety of all concerned.
Registration for PPS is required, and applications may be obtained from the Paratransit
Office or are available on -line. Effective November 2008, the City of Pleasanton began using
the Alameda County approved universal paratransit application to be consistent with other
city based programs. Staff requires five (5) days to process applications and begin service.
Urgent transportation needs are reviewed on a case by case basis.
Reservations can be made up to two (2) weeks in advance through the PPS Office. Rides are
reserved on a first -call, first served basis, and dispatchers encourage round -trip reservations.
Due to service demands, PPS is not able to provide same day reservations.
The Door -to -Door fleet includes one (1) mini van, and six (6) mini buses. These vehicles are
owned, operated and maintained by the City of Pleasanton. Service is available Monday
through Friday, 8:00 a.m. to 5:00 p.m., and Saturdays. 9:00 a.m. to 4:00 p.m. For FY 2010-
11, there will be four (4) drivers scheduled on weekdays, which reflects an elimination of one
driver per weekday. Door -to -Door ridership for the first 6 months of FY 2009 -10 compared
to FY 2008 -09 was down by 26 This reduction in ridership is due primarily by increased
ridership in the Downtown Route Shuttle Program (DTR). One (1) driver is scheduled for
Door -to -Door service on Saturdays. The service does not operate on Sundays. When PPS
Door -to -Door is not operating, LAVTA provides comparable services to ADA eligible
clients.
There is one (1) full -time driver and seven (7) part time drivers, all City of Pleasanton
employees. All drivers are hired, trained, and supervised by the City. There is currently one
(1) full time and one (1) part-time dispatcher, who are both City employees. A part -time
office aide assists with passenger reservations. A recreation supervisor and community
services manager provide management for the program.
