Councilmember McGovern said this is a long and convoluted issue requiring more than one month to educate the public, and she recommended the November election date. Councilmember Sullivan concurred. He said cost is also a significant factor and that June is by far the more expensive and more difficult date. He strongly urged the Council to provide an opportunity for the greatest number of people to weigh in. Vice -Mayor Thorne asked the Council to consider that the November ballot would be chalk full of state initiatives like preservation of local funding and a constitutional convention. He said that if the intent is for voters to focus on the facts of this project, it cannot be mixed in with those issues. Councilmember Cook Kallio said there are other costs to consider aside from those that are monetary and said June provides a better opportunity for the public to pay attention to the facts in an objective manner. Mayor Hosterman concurred with Vice -Mayor Thorne and Councilmember Cook Kallio for all the reasons cited. MOTION failed by the following vote: Ayes: Councilmembers McGovern, Sullivan Noes: Councilmembers Cook Kallio, Thorne, Mayor Hosterman Absent: None MOTION: It was m/s by Hosterman/Thorne to adopt Resolution No. 10 -340 to place Ordinance No. 1961 on the June 8, 2010 ballot. MOTION: It was m/s by McGovern /Sullivan to identify the ballot question as "Shall the development plan for the Oak Grove property in the City's southeast hills be approved Mayor Hosterman said it is important that the public understand this is more than a request to allow a property owner to build houses. The public is being asked to support certain amenities, including 497 acres of park space, in exchange to setting aside the potential for 51 homes. Councilmember McGovern thought that would be more appropriate for the direct and rebuttal arguments. Councilmember Sullivan supported the motion as using neutral language.
