Mayor Hosterman proposed the following: "Shall the Oak Grove property in the City's southeast <br /> hills, creating 497 acres of open space and ensuring our urban growth boundary, be approved <br /> She offered to add language stating a maximum of 51 home sites. Councilmember McGovern <br /> said it is overtly political and actually provides verbiage which supports the developer. <br /> Vice -Mayor Thorne said he would prefer to use absolutely neutral language in the ballot <br /> question and defer to the ballot argument for more detailed information. He supported <br /> Councilmember Cook- Kallio's suggestion. Councilmember McGovern said she could support <br /> that if there were not Council support for her motion. <br /> SUBSTITUTE MOTION: It was m/s by Cook Kallio /Hosterman to identify the ballot question as, <br /> "Shall the development plan for the Oak Grove property be approved Motion passed by the <br /> following vote: <br /> Ayes: Councilmembers Cook Kallio, McGovern, Sullivan, Thorne, Mayor Hosterman <br /> Noes: None <br /> Absent: None <br /> MOTION: It was m/s by McGovern /Cook Kallio to direct the City Attorney to prepare an impartial <br /> analysis. Motion passed by the following vote: <br /> Ayes: Councilmembers Cook Kallio, McGovern, Sullivan, Thorne, Mayor Hosterman <br /> Noes: None <br /> Absent: None <br /> Mr. Fialho advised the Council to set deadlines for the submission of ballot arguments. Ms. Seto <br /> said that following further discussion with the City Clerk, if the Council would prefer more time to <br /> craft rebuttal arguments then the direct argument due date could be pushed back to March 15 <br /> with rebuttals due March 25` <br /> MOTION: It was M/S Sullivan /McGovern to establish the due dates for direct ballot arguments <br /> as March 15, 2010 and for rebuttal arguments as March 25, 2010. Motion passed by the <br /> following vote: <br /> Ayes: Councilmembers Cook Kallio, McGovern, Sullivan, Thorne, Mayor Hosterman <br /> Noes: None <br /> Absent: None <br /> Ms. Seto explained that the Elections Code establishes a priority of whose arguments get <br /> published, with the Council receiving the highest priority. If the Council should choose not to <br /> form a subcommittee to draft the argument then the proponents of the referendum would have <br /> the next highest priority. <br /> Council discussed the various options for writing and signing ballot augments and rebuttals. <br /> MOTION: It was m/s by Cook- KalliolThorne to authorize Councilmember Cook Kallio and Vice <br /> Mayor Thorne to author the direct ballot argument in favor of the project and to authorize the <br /> referendum proponents and Councilmembers McGovern and Sullivan to author the direct ballot <br /> argument against the project.
