Mayor Hosterman said it is of regional importance to allow for the possibility that there may be <br /> another project or two that moves ahead of List A projects based on readiness and funding. She <br /> stressed the need for a regional transportation framework discussion and said she would have <br /> preferred to do so prior to this discussion. She reiterated her support for List A projects <br /> remaining at the fore and being the focus for any fees associated with the Strategic Expenditure <br /> Plan. <br /> Councilmember McGovern said the focus should be on those who commute daily between 1 -580 <br /> and 1 -680; it infuriates her to think that transportation experts consider narrowing Route 84 from <br /> 6 lanes down to 4 and then 2 as it approaches 1 -680 to be an acceptable commute corridor. It is <br /> a clear example of poor planning and that, were she a commuter, she would not support any <br /> measure put forward by transportation groups that do not plan properly. <br /> Councilmember Sullivan said this is precisely the feedback he needs in order to continue to <br /> advocate the importance of a unified Route 84 project and to prioritize List A over List B <br /> projects. <br /> Councilmember Cook Kallio asked if the poor planning is a result of this portion of Route 84 <br /> being between two cities. Mr. Fialho said the region has had this project on its radar for many <br /> years. The project has shown to be very effective at moving traffic away from 1 -580, but there <br /> has not been consensus in terms of approaching the corridor as a complete roadway. <br /> Councilmember Cook Kallio asked how far it is from 1 -680 to Pigeon Pass. Mr. Tassano said 1.6 <br /> miles. <br /> Councilmember Cook Kallio said the project has clear impacts on Fremont, Sunol, Pleasanton, <br /> and Livermore. She recommended that the Council appeal to local congress for funding to <br /> address this regional need. Mayor Hosterman noted the Chamber of Commerce has been a <br /> tremendous advocate of the project. Mr. Fialho said Mr. Fay has actually been quite successful <br /> at advocating the concept of extending the 1 -580 corridor to ROUTE 84. He stressed the <br /> importance of keeping ROUTE 84 improvements prioritized in the second or third spot in order <br /> to free up funds for the project study analysis and position the project to take advantage of <br /> Measure B extension funds. <br /> Councilmember Sullivan said that while the Council and staff may agree, it does not mean that <br /> everyone else shares the same concerns. He said that he has, on a case -by -case basis, agreed <br /> that List B projects which make sense in terms of efficacy and funding should have the ability to <br /> move forward but that he does not support merging the two. <br /> BREAK: Mayor Hosterman called a 4- minute break and, thereafter, reconvened the regular <br /> meeting. <br /> PUBLIC HEARINGS AND OTHER MATTERS <br /> 12.
