Mr. Tassano summarized the staff recommendation, which asks the Council to select List A <br /> over List B and to maintain Route 84 as a single project. <br /> Mayor Hosterman said that through both CMA and ACTIA, staff has identified and recognized <br /> the need to continue Route 84 improvements as part of the 1 -580 congestion management <br /> program. <br /> Councilmember Sullivan said that he has not supported either method related to List A and B <br /> projects and has in fact argued very strongly to maintain List A over List B. He said that is how <br /> the program was established to begin with and is also the stated policy of TVTC. He also said <br /> that splitting the project into two will not accomplish the goals of the project. Neither the <br /> subcommittee nor the TVTC have voted on the issue yet, although both continue to entertain <br /> the concept. He voiced strong concern for both options, which would move a highly rated project <br /> further down the list of priorities. <br /> Councilmember Cook- Kallio questioned and confirmed with Councilmember Sullivan that he <br /> would support the staff recommendation. He said that while no vote has been taken, certain <br /> members of the subcommittee and staff from other cities are pushing hard to split the project <br /> and meld the two lists. <br /> Mayor Hosterman noted there were no speakers for this item. <br /> Councilmember McGovern said she is well aware that each project goes through a series of <br /> phases and that currently, Route 84 from Pigeon Pass to 1 -580 has made no movement in that <br /> direction. Mr. Tassano said it has been part of a programmatic environmental document, but no <br /> project specific analysis has begun. <br /> Councilmember McGovern inquired about the pre- construction process. Mr. Tassano said a <br /> detailed environmental process would be required, followed by design, right -of -way acquisition, <br /> and construction. <br /> Councilmember McGovern asked if any agency has any funding available for the project. Mr. <br /> Tassano said TVTC has $14 million left in its Strategic Expenditure Plan to pay for whatever <br /> project along Route 84 is available, but none has been allocated to this portion. <br /> Councilmember McGovern questioned and confirmed with Mr. Tassano that the estimated costs <br /> for that portion of Route 84 is $200 million. <br /> Councilmember McGovern questioned the number of remaining projects on List A which are <br /> relying on the $14 million. Mr. Tassano said there are nine incomplete projects on List A, <br /> however, only two have been allocated funds from the current Strategic Expenditure Plan. <br /> Mayor Hosterman acknowledged Councilmember McGovern's point, stating that the remaining <br /> List A projects currently have an unfunded balance of $369 million while List B projects have an <br /> unfunded balance of $1.1 billion. She said that is good reason for List A projects to move ahead <br /> and she supports the staff recommendation. <br /> Councilmember Sullivan clarified that the purpose of the TVTC is not to completely fund these <br /> projects but to provide the portion that will enable the project to secure full funding through other <br /> means.
