Motion passed by the following vote: <br /> Ayes: Councilmembers Cook Kallio, McGovern, Sullivan, Mayor Hosterman <br /> Noes: None <br /> Absent: Councilmember Thorne <br /> 13. Consider an amendment to the membership of the Affordable Housing Task Force to <br /> include one resident from both Kottinger Place and Pleasanton Gardens and a City <br /> Council member <br /> Councilmember McGovern said she spoke with Mr. Fialho earlier that day regarding the <br /> selection process for representatives from Kottinger Place and Pleasanton Gardens. She said it <br /> is important they have a representative they are comfortable with and it seems more appropriate <br /> for residents to choose their own representatives rather than the City. Mr. Fialho said staff would <br /> be open to discussing that process. Mayor Hosterman and Councilmember Sullivan concurred. <br /> Mr. Fialho explained that the intent was to encourage the application process but that staff could <br /> alternatively ask them to select their own representative. <br /> Mayor Hosterman opened for comment. <br /> Becky Dennis said she would love to see a Councilmember on the task force and supports the <br /> staff recommendation. <br /> Mayor Hosterman questioned if Councilmember McGovern would consider serving on the task <br /> force. Councilmember Sullivan said she has been a very active part of this process and would <br /> be a perfect candidate. Councilmember McGovern accepted. <br /> MOTION: It was m/s by Cook Kallio /Sullivan to appoint Councilmember McGovern and one <br /> resident, to be appointed by neighborhood consensus, from both Kottinger Place and <br /> Pleasanton Gardens to the Affordable Housing Task Force. Adopt a Resolution Accepting the Mid -Year FY 2009 -10 Operating Budget Update and <br /> Amending the FY 2009 -10 Operating Budget <br /> Finance Director Dave Culver presented the staff report, focusing on the General Fund and <br /> recommending both revenue and expenditure adjustments in order to maintain a balanced <br /> budget. The FY 2009 -10 Operating Budget as adopted assumes a 3% decrease in revenues <br /> over the prior year and a corresponding decrease in expenditures. Expenditure reductions were <br /> realized by holding 16 staff positions open for a total of $1.7 million and by limited time <br /> measures such as reducing various contributions to Capital Improvement Projects, replacement <br /> and renovations funds, retiring medical reserves, and self- insurance reserves. <br /> City Council Minutes Page 10 of 12 March 16, 2010 <br />
