John Reynolds, Principal Property Development Officer, BART, extended Director McPartland's regrets that he could not attend this evening's meeting and also his appreciation that the Council would consider his request. MOTION: It was m/s by Cook Kallio /McGovern to approve the appointment of BART Director McPartland to the Task Force. Motion passed by the following vote: Ayes: Councilmembers Cook Kallio, McGovern, Sullivan, Mayor Hosterman Noes: None Absent: Councilmember Thorne 13. Consider an amendment to the membership of the Affordable Housing Task Force to include one resident from both Kottinger Place and Pleasanton Gardens and a City Council member Councilmember McGovern said she spoke with Mr. Fialho earlier that day regarding the selection process for representatives from Kottinger Place and Pleasanton Gardens. She said it is important they have a representative they are comfortable with and it seems more appropriate for residents to choose their own representatives rather than the City. Mr. Fialho said staff would be open to discussing that process. Mayor Hosterman and Councilmember Sullivan concurred. Mr. Fialho explained that the intent was to encourage the application process but that staff could alternatively ask them to select their own representative. Mayor Hosterman opened for comment. Becky Dennis said she would love to see a Councilmember on the task force and supports the staff recommendation. Mayor Hosterman questioned if Councilmember McGovern would consider serving on the task force. Councilmember Sullivan said she has been a very active part of this process and would be a perfect candidate. Councilmember McGovern accepted. Adopt a Resolution Accepting the Mid -Year FY 2009 -10 Operating Budget Update and Amending the FY 2009 -10 Operating Budget Finance Director Dave Culver presented the staff report, focusing on the General Fund and recommending both revenue and expenditure adjustments in order to maintain a balanced budget. The FY 2009 -10 Operating Budget as adopted assumes a 3% decrease in revenues over the prior year and a corresponding decrease in expenditures. Expenditure reductions were realized by holding 16 staff positions open for a total of $1.7 million and by limited time measures such as reducing various contributions to Capital Improvement Projects, replacement and renovations funds, retiring medical reserves, and self- insurance reserves.
