BACKGROUND <br /> In November 4, 2003, in response to an interest expressed by a group of residents, the <br /> Council authorized staff to begin studying the potential for the replacement, expansion <br /> and /or renovation of Kottinger Place, and Pleasanton Gardens which is a privately <br /> owned 40 -unit affordable senior development located at 251 Kottinger Drive. To assist <br /> with this project, in February 2004, the Council approved the formation of a ten member <br /> Kottinger Place Task Force (Task Force). The Task Force's membership includes 5 at- <br /> large members, 2 members from the Housing Commission, 2 members from the Board <br /> at Pleasanton Gardens and 1 member from the City Parks and Recreation Commission <br /> (Commission). <br /> In an effort to assure continued participation in future planning, it is recommended that <br /> two tenants, one from Kottinger Place and one from Pleasanton Gardens, be added to <br /> the Task Force for the remainder of the planning process. It is also recommended that <br /> the at -large vacancy be filled with a resident from the Kottinger Drive neighborhood. <br /> Currently, Craig Ristow serves as an at -large member from the neighborhood and if the <br /> Council acts on this recommendation, there would be two neighborhood representatives <br /> assigned to this effort. As the Council may recall, inclusion of <br /> a councilmember has occurred with previous housing task forces. As an example, <br /> Former Mayor Ben Tarver served on the Affordable Housing Task Force which led to <br /> the development of the Promenade Apartment development. On the other hand, no <br /> councilmembers were members of the Assisted Living Task Force. In general, the <br /> primary benefit of including a councilmember is the unique insights he /she brings which <br /> can assist in assuring a comprehensive of review of all pertinent matters that may be of <br /> concern for the entire City Council at key decision points. <br /> Page 2 of 3 <br />
