Potential incompatibility with <br />planned hospital site. <br /> <br />b.l Finding. Mitigation measures incorporated into <br />the Project to reduce traffic and truck noise <br />will substantially lessen the noise effects and <br />thereby avoid any potential incompatibility with <br />the hospital site. <br /> <br />b.2 Fact. Conditionl Nos. 56, 57, 58, 75 and 76 <br />(hereinafter sometimes collecti~ely referred to <br />as "TSM and Transit Conditions" ) provide for <br />bike storage, TSM programs for all companies <br />employing over one hundred (100) persons, bus <br />stops and shelters, and a pedestrian/bikeway <br />along West Las positas Blvd. and Stoneridge <br />Drive, all of which substantially reduce traf- <br />fic. Condition No. 105 eliminates truck trips <br />from the vicinity of the hospital site. These <br />conditions will result in an acceptable exterior <br />noise level for an appropriately designed <br />hospital. <br /> <br />C. Siqnificant Effect. Regional pressures to increase <br />quantities of available residential land and densi- <br />ties of allowed residential development. <br /> <br />c.l Finding. Local zoning and growth management <br />procedures will substantially lessen effects at <br />local level. <br /> <br />c.2 Fact. City's General Plan presently contains <br />population benchmarks. <br /> <br />c.3 Fact. Balance of jobs to housing within Tri- <br />Valley (1.01 jobs/housing index at year 2005) <br />minimizes pressure to change land use or <br />increase densities. <br /> <br />1 Condition Nos. refer to the 109 Conditions of Approval of <br />Ordinance 1040 now incorporated into the Project. <br /> <br />2 The TSM and Transit Conditions and Conditions Nos. 2, 70, 73 <br />and 106 are sometimes hereinafter collectively referred to as <br />the "Traffic Conditions." <br /> <br />2. <br />
