<br />c.4 Finding. Land use authority on a regional level <br />is in the jurisdiction of other public agencies <br />and can and should be enforced by such agencies. <br /> <br />c.5 Fact. Enabling statutes allow neighboring <br />cities and counties to establish zoning and <br />growth management procedures, if required. <br />Existing General Plans in the Tri-Valley provide <br />sufficient housing to meet Tri-Valley needs <br />without changing land uses and/or increasing <br />densities. <br /> <br />D. Siqnificant Effect. Potential inconsistency of <br />Project with existing Growth Management Element <br />policies. <br /> <br />d.l Finding. Adoption of the Amendment will cause <br />potential significant effect to be avoided. <br /> <br />d.2 Fact. The Amendment provides that the Project <br />together with all previously approved jOb- <br />generating projects are consistent with GME <br />policies. <br /> <br />II. Transportation and Circulation. <br /> <br />A. Siqnificant Effect. Increase in existing traffic <br />volumes on freeways and local streets. The cumu- <br />lative effect, at 90 percent of buildout of reason- <br />ably forseeable projects (estimated to occur well <br />after 2005), results in five intersections falling <br />below Level of Service D (LOS D). <br /> <br />a.l Finding. Mitigation measures incorporated into <br />the Project to decrease traffic congestion will <br />substantially lessen the significant traffic <br />effects. <br /> <br />a.2 Facts. Condition No.2 provides that develop- <br />ment may continue only as long as intersections <br />in the vicinity are maintained at LOS D. Be- <br />cause no further development will be allowed <br />until mitigation traffic improvements are under <br />construction to improve the LOS if LOS E is <br />predicted by a traffic study, no local inter- <br />section will fall below LOS D. Condition Nos. 2 <br />and 70 provide that Developer shall be required <br />to complete off-site roadway, including locally <br />affected freeway improvements as required, and <br />traffic signal improvements. Condition No. 72 <br /> <br />3 . <br />
