According to the City of Pleasanton Traffic Engineering Department there are over 82 <br /> miles of qualifying roadways within the city limits, not including freeways, for which <br /> Federal funding is received. The definition of a FHWA worker includes a law <br /> enforcement officer investigating collisions, directing traffic and handling disasters within <br /> the right of way of a Federal -aid highway. The Police Department will use a portion of <br /> the COPS 13 allocation to purchase High Visibility Reflective Safety Vests to outfit all <br /> police officers, community service officers, animal service officers and other affected <br /> staff. <br /> Video Surveillance Equipment $5,000 <br /> Video evidence of criminal activity is crucial to successful case prosecution. A portable <br /> video system placed in high crime areas will allow officers to obtain this evidence. There <br /> are systems available that utilize a high quality Charge Coupled Device (C.C.D.) <br /> camera with pan /tilt/zoom capability, a cellular air link modem, a cellular telephone and <br /> power supply. The video can be viewed "live" remotely from any personal computer <br /> which has Internet access. The resulting video data that has been captured and needs <br /> to be used as evidence is then saved in the department's Digital Image Management <br /> System. This portable video system can also be utilized in conjunction with our facility <br /> and campus -wide security system. <br /> Security System Phase Three Upgrade $15,800 <br /> The Police Department is continuing its upgrade of the facility and campus -wide security <br /> system. A portion of the COPS 13 allocation will be used to add additional cameras, <br /> increase memory capacity and facilitate other enhancements to this system. <br /> Security System Software Upgrade and Licensing Rights $4,200 <br /> The Police Department's surveillance system requires an annual site license fee which <br /> includes software upgrades and is necessary to maintain a modern system. Year to <br /> year purchase of these items is 20% more expensive when compared to purchasing <br /> them in five year periods. Assuming five years of service is purchased, the cost of <br /> camera and software licensing for our 17 cameras is $4,200. By funding this upgrade <br /> service in 2009 these funds will not need to be allocated for two more budget cycles, <br /> resulting in a significant cost savings over the five year period. <br /> Special Weapons and Tactics (S.W.A.T.) Team Pistol Replacement $7,800 <br /> The Police Department's 12 member S.W.A.T. team utilizes pistols that are nearly 20 <br /> years old and approaching the end of their service life. A local police supply company is <br /> willing to exchange these weapons at partial credit for new ones which will also have a <br /> weapon mounted lighting system and designated holster. Such a configuration is <br /> crucial for team members, who require a weapon mounted light during operations. <br /> Page 3 of 5 <br />
