BACKGROUND <br /> State Assembly Bill 3229 signed by the governor on July 12 1996 added section <br /> 30061 of the Government Code establishing a statewide fund for allocation to local <br /> police agencies, referred to as the Citizens' Options for Public Safety Program. As <br /> required by the bill, the County of Alameda has established a Supplemental Law <br /> Enforcement Services Fund and has established a committee to oversee and review the <br /> annual expenditures by local agencies from this fund. The funds are allocated to our <br /> City based on population. For COPS Year 13, the City of Pleasanton has received an <br /> allocation of $100,000. <br /> DISCUSSION <br /> As in prior years, input was solicited from members of the Police Department and <br /> submissions were reviewed by the department's Command Staff. As a result of this <br /> process, the Police Department recommends expenditures for the following items, which <br /> support front line law enforcement functions and serve to enhance public safety. <br /> RECOMMENDED EXPENDITURES: <br /> Body Worn Video $10,000 <br /> Body -worn video is a new technology that allows for the video and sound recording of <br /> daily activities of patrol officers. The units are worn on the officer's uniform and can <br /> record when the officer is either in or away from the patrol vehicle. When significant <br /> incidents are video /audio recorded it allows for powerful evidence to be presented to the <br /> District Attorney in a criminal case, or to the Department should a citizen's complaint be <br /> filed. These recordings afford the opportunity to review and examine the behavior of all <br /> parties involved and also provide protection for the officer, the department and the city. <br /> Cardio Pulmonary Resuscitation (C.P.R.) Training Mannequins $2,000 <br /> The Police Department currently has four adult and four infant mannequins that are used <br /> to train staff in C.P.R. We typically must borrow additional mannequins from other city <br /> departments to accommodate all participants in our training sessions. By purchasing <br /> additional mannequins we can reduce wear and tear on those we currently use and <br /> conduct larger training sessions. <br /> Traffic Safety Vests $6,800 <br /> An extensive national study culminated in 2006 with the passing of Federal Law 23, <br /> section 634.4 of the Code of Federal Regulations. The Federal Highway Administration <br /> (FHWA) determined that there was an immediate need to increase the safety of workers <br /> on a highway by making them more visible to drivers from a greater distance. The study <br /> included data on law enforcement officers injured or killed while performing their duties. <br /> In the vast majority of cases these officer deaths and injuries were due to traffic related <br /> collisions and not from being feloniously assaulted. The new law now requires that "all <br /> workers within the right -of -way of a Federal -aid highway who are exposed either to <br /> traffic or to construction equipment within the work area shall wear high visibility safety <br /> apparel." This rule applies to all workers, whether paid or volunteer, who are within the <br /> right -of -way for Federal -aid highways. <br /> Page 2 of 5 <br />
