S.W.AT. Team Requalification Training $18,700
California's Commission on Peace Officer Standards and Training recommends that all
S.W.A.T. teams participate in an advanced update course every two years. The
Pleasanton Police Department incorporated this standard into our S.W.A.T. Policies and
Procedural Manual. The Police Department's S.W.A.T. team has not completed this
course since 2006.
Simunitions Equipment $9,550
Simunitions is a training tool comprised of non lethal ammunition and a firearm
component that replaces a portion of an actual weapon. It fires what is essentially a
paintball instead of an actual bullet. It is used throughout law enforcement and the
military to simulate firearms combat. The Police Department uses Simunitions
frequently to train in situations where using live ammunition is not practical. Simunitions
enhances officers' abilities to react to a live threat in a realistic way using actual
projectiles. Officers' tactics, accuracy and decision making capabilities can therefore be
tested and analyzed to improve overall performance.
The current capabilities of our Simunition training program are limited because our
department only has two Simunition AR -15 conversion kits. Thus, when conducting
team training all other participants must use Simunition pistols. Additional Simunition
conversion kits for our patrol and S.W.A.T. rifles would allow for more realistic and
effective team training.
AR -15 Weapon Mounted Lighting System $6,250
Through COPS Year 11, $12,200 was allocated to purchase weapon- mounted lighting
systems for 50 AR -15 rifles assigned to patrol officers. These lights have been in use
for about two years with very favorable results and no significant problems. However,
lights were not purchased for our remaining ten pool rifles. Since then, these pool rifles
have been individually assigned to officers. By purchasing additional lights for these
weapons, all of our patrol rifles will be consistently equipped. These lighting systems
will allow all officers deploying their rifle to utilize a mounted lighting system as opposed
to operating a hand held light in conjunction with their rifle. This was also the original
intent of the purchase of the initial 50 lighting systems through COPS year 11.
Wireless Headsets for Police Dispatch Personnel $2,400
Our police dispatchers have been using corded headsets for over 20 years. With the
advent of wireless technology, 82% of the police agencies in Alameda County now
utilize wireless headsets. With the corded system, the close confines of the Police
Dispatch Center make it difficult for dispatchers to move freely while performing their
duties and can result in damage to the cord. These problems will be alleviated by the
use of wireless headsets.
