(b) Payment of Fees. No connection permit shall <br />be issued unless connection and other fees and charges have <br />been paid as provided in Article 6 of this Chapter. <br />§2- 15.30.02. SEWAGE CAPACITY ALLOCATION. The <br />City's Uncommitted Capacity shall be available to new or <br />expanded Users in accordance with the provisions of this <br />Section. <br />(a) First Come, First Served. Uncommitted <br />Capacity shall be available on a first come, first served <br />basis. Other than Capacity allocated, and reserved, through <br />agreement between a User and the City, Capacity shall be <br />allocated only upon the issuance of a connection permit in <br />conjunction with a valid building, plumbing, or other permit <br />requiring a Sewage connection. <br />(b) Capacity Required. The Sewage Capacity <br />required by any project shall be based on the estimated <br />Flow, as determined by the City, in terms of the Residential <br />Discharge Equivalency "RDE <br />(1) Single Family Residential. Each single <br />family residential dwelling shall be assumed to require one <br />(1) RDE of Sewage Capacity. <br />(2) Multiple- Family Residential. Each <br />multiple family residential dwelling shall be presumed to <br />require 145/220 RDE Sewage Capacity. <br />(3) Non Residential Uses. The Sewage <br />Capacity required shall be the number o£ RDE's, or fraction <br />thereof, which approximates the strength and Flow of the <br />User's discharge. <br />a. For purposes of estimating Capacity <br />requirements, the City shall base its estimates of <br />Sewage strength and Flow on the number of plumbing <br />fixture units contained in the project. If the Director <br />determines that the fixture unit method would be <br />inappropriate in estimating Sewage Capacity require- <br />ments, the Director may base his estimate on any other <br />relevant factors, including, but not limited to, the <br />Applicant's estimate of Capacity required, the seating <br />capacity of buildings or improvements upon the Premises, <br />the population associated with the Premises, the annual <br />production of goods and services related to the <br />Premises, the estimated strength of discharges and <br />number of employees and shifts, or any other factors <br />reasonably related to Wastewater Volume or strength for <br />14.
