Councilmember McGovern said she would have a very difficult time approving the rezoning <br /> without those safeguards in place. <br /> Councilmember Sullivan asked if it would be feasible to do as Mr. Fialho recommended but to <br /> also continue this item until that language has returned at the next meeting. Acknowledging the <br /> time constraints, he suggested the Council could schedule a special meeting for the second <br /> reading of the ordinance. <br /> Mr. Roush confirmed the feasibility but advised that there are requirements surrounding a <br /> sufficient amount of time between the introduction of an ordinance and its second reading. He <br /> also advised the Council to consider the timing that Mr. Brown has with respect to submitting the <br /> brief by November 15. <br /> Vice -Mayor Cook Kallio said she did not understand the difference between that suggestion and <br /> approving the ordinance today, with the second reading on November 3. She had not <br /> necessarily expected that the safeguard policies would be ready for presentation to the Council <br /> at its next meeting. She explained that such a thing takes considerable time, especially if done <br /> well. <br /> Mayor Hosterman concurred and said that the most important issue is to get the task force <br /> moving forward. <br /> Councilmember McGovern disagreed that growth management and infrastructure issues could <br /> be that complicated. She needs assurance that she has protected the community's quality of life <br /> as she promised she would. She said that she cannot rezone three pieces of property without <br /> that assurance. <br /> Mayor Hosterman inquired about Council support for a substitute motion. <br /> Councilmember Sullivan said that with Council support, he would propose the adoption of staff <br /> recommendation with the addition of Item 2, as recommended by Mr. Bursley, and the inclusion <br /> of additional neighborhoods, two Councilmembers, and two Planning Commissioners on the <br /> task force. <br /> Vice -Mayor Cook Kallio asked how that substantively differs from the initial motion. <br /> Councilmember Thorne echoed that question. <br /> Councilmember Sullivan said that his motion provides assurances on the structure of the task <br /> force and its right to vote on any recommendation that comes before the City Council. <br /> Vice -Mayor Cook Kallio said that was her intent. Councilmember Thorne concurred. <br /> Councilmember Sullivan asked if they would support that language. <br /> Vice -Mayor Cook Kallio reiterated that she would staff to review the language, ensuring that it <br /> meets all legal requirements.
