Vice -Mayor Cook Kallio said she would like this discussion to ultimately result in retention of <br /> local control over growth and anticipation of the kind of safeguards necessary in the event that <br /> the housing cap is determined to be illegal. She reiterated that she believes the rezoning of all <br /> three parcels to be best steps to ensure that outcome. <br /> Councilmember Sullivan asked if there would be support for his proposal if it allowed for <br /> rezoning all three parcels. <br /> Vice -Mayor Cook Kallio said that Mr. Bursleys recommendation seems to speak to some of the <br /> core values and principles she recommended. <br /> Mayor Hosterman said she was not particularly interested in tweaking the language of Mr. <br /> Bursley's proposal without the opportunity to read it carefully and receive input from staff. She <br /> concurred with the Vice -Mayor that it would seem to embody the principles that will guide the <br /> task force, but noted that the discussion is not for tonight. <br /> Vice -Mayor Cook Kallio concurred. She acknowledged Councilmember Sullivan's concerns but <br /> said she was uncomfortable adopting language constructed by people who do not necessarily <br /> understand the legal requirements. She supported the concept but cautioned that there could be <br /> unintended consequences by failing to review it carefully. In addition to these ideas, she would <br /> very much like policies for the safeguarding of growth management and Councilmember <br /> Thorne's requests regarding the task force to be included. <br /> City Manager Fialho summarized the discussion, stating that the Council seems to be after an <br /> approval of the staff recommendation, in terms of the way the ordinance is currently written for <br /> the three properties, while having another discussion about what that task force process should <br /> look like which comes around this idea of the adoption of some core principles, as reflected in <br /> the letter supplied. He said that the consensus seems to be for representation that is broad, <br /> open, and collaborative and evaluates financial impacts, assesses other issues based on real <br /> data and in addition to the things identified in the staff report like planning objectives, design <br /> guidelines, development standards and smart and green principles. He suggested that staff craft <br /> a task force process and work plan built around those principles. <br /> Councilmember Sullivan said that his intent was to condition the rezoning on that process rather <br /> than rezone prior to working out those details. <br /> Vice -Mayor Cook Kallio noted that if the plan were not crafted to the Council's satisfaction, it <br /> would have the opportunity to deny the rezoning at the second reading of the ordinance. <br /> Mr. Fialho concurred and suggested crafting the agenda to schedule the second reading after <br /> the adoption of the core principles. <br /> Councilmember McGovern said it should also be made clear that at that meeting, the public can <br /> make additional suggestions on those principles as well as policies for safeguarding the growth <br /> management plan. <br /> Mr. Fialho advised that while the latter could possibly be on the same agenda, it would not <br /> directly relate to the action taken tonight.
