Councilmember Sullivan suggested continuing the item, with direction that staff returns with <br /> suitable language. He said that this language provides assurances, whereas that offered by <br /> Councilmember Thorne provides none. <br /> Mayor Hosterman disagreed. She said she believed the community could have no doubt about <br /> the Council's assurances regarding the matter going forward. <br /> Councilmember Sullivan said he was not comfortable with the support of the motion. <br /> Councilmember McGovern reiterated her needs and said she could not support the motion. <br /> Mayor Hosterman said that this task force discussion is critical, but never intended to occur at <br /> this meeting, and that the motion contains suitable language to address the matter. <br /> Vice -Mayor Cook Kallio voiced disappointment in the lack of Council support for a motion that <br /> has the same intent as the alternative posed by Councilmember Sullivan. She said it was not <br /> unreasonable to request that staff review the language, noted that she requested the same <br /> safeguards requested by Councilmember McGovern, and said there is an additional safeguard <br /> in the Council's authority to turn this down at the second reading. She stated that she fully <br /> intends to do so if the task force is not crafted to her satisfaction. <br /> Councilmember Sullivan said the proposal does not give him the assurances needed to move <br /> forward. <br /> Councilmember McGovern said that each Councilmember attempts to make the best decision <br /> possible and that while those decisions will not always agree, there is no need for <br /> disappointment. <br /> Motion: It was m/s by Thorne /Cook Kallio to approve the staff recommendation, with the <br /> additional recommendation that a task force and associated principles be established <br /> expediently and staff returns with policy options for safeguarding growth management. Motion <br /> passed by the following vote: <br /> Ayes: Councilmembers Cook Kallio, Thorne, Mayor Hosterman <br /> Noes: Councilmembers McGovern, Sullivan <br /> Absent: None <br /> Councilmember McGovern requested that the following item be continued to the next meeting. <br /> Mr. Roush said that the Council could do so, but advised that the proposed ordinance is subject <br /> to same time constraints as the rezoning issue. He said he would prefer that the Council act on <br /> the matter this evening. <br /> Councilmember McGovern asked and Mr. Roush confirmed that the Council bylaws dictate, that <br /> for any meeting continuing past 11 p.m., there must be discussion on continuing the remaining <br /> items. She said she was tired and would prefer to continue the item. <br /> Mayor Hosterman said she was tired as well but was more concerned with allowing enough time <br /> for the first and second reading of this ordinance. <br /> City Council Minutes Page 22 of 25 October 20, 2009 <br />
