9. Before issuance of the first building permit, the project developer shall pay for the <br />purchase of a radar speed detection device to be used on Valley Avenue <br />between Santa Rita Road and Busch Road. The type of speed detection device <br />shall be determined by the City's Traffic Engineer and shall be in place before <br />occupancy of the first building of this development. <br />10. The project developer shall submit a final landscape and irrigation plan as part of <br />the building permit plan set subject to the review and approval by the Planning <br />Director prior to issuance of an on -site permit. The landscape plan shall be <br />consistent with the approved landscape plan plus the following requirements, and <br />shall be detailed in terms of species, location, size, quantities, and spacing: <br />a. The project developer shall install additional screen planting in the Stanley <br />Boulevard landscape area facing the Longs Drugs loading area so as to <br />screen the views of the loading area from Stanley Boulevard. This detail <br />shall be shown on the building permit plan set. <br />b. 24 -inch box -size trees shall be used, following the species designated on <br />the landscape plan covered by this approval. <br />c. The minimum shrub size for this development shall be five gallons. One <br />gallon size shrubs may be used in conformance to this condition provided <br />that their quantity does not exceed 15 percent of the shrubs used in this <br />development. <br />d. To achieve the opaque landscape barrier on the development's south side <br />facing Nevada Court and the Congregation Beth Emek, the shrubs used <br />here shall be spaced to achieve a 50% overlap after five years. <br />11. The project developer shall modify the building, site, and parking lot lighting in <br />the following manner: <br />a. All building and site lighting shall be designed, installed, and maintained <br />so as to minimize off-site glare. No up lighting shall be used. <br />b. The maximum total height for the pole- mounted, parking area light <br />fixtures shall be 25 feet or as determined by the review and approval of <br />the Planning Director. The fixture spacing shall maintain the minimum <br />required illumination per the Pleasanton Police Department for safety <br />consideration in the design of the number of foot candle per square foot <br />of parking area required. <br />c. The parking area fixture design shall be revised following a traditional <br />design style matching the building architecture. <br />5 <br />
