1062 <br />Councilman Madsen of the Public Utilities Committee took up the rratter of <br />allowing George Kolb to pay for one water service at his residence on Ray Street <br />instead of two as he had been charged of late months. Mr. Kolb made a complaint <br />to Mr. Madsen, being unable to be present.at the meeting himself, stating that <br />a relative of his was using the big house which he generally rented for sleeping <br />quarters only and otherwise was making her home with him. Mr. Madsen remarked <br />that Mr. Kol'b was willing to promptly settle up what he owed the Town if the <br />privilege was allowed him. There was no objection on the p art. of the Council <br />to Mr. Kolb paying the one service charge. Mr. Madsen spoke of the condition <br />of the creek bank near the Cheese Factory'a nd reported same in bad shape. He <br />told that the tanks at-the Cheese Factory were overflowing and that the water <br />in the town well would shortly be affected and recommended that Dr. Church be <br />notified and asked to investigate conditions there. The matter was referred <br />to the clerk for attention. Mr. Madsen also took up thevmter account of <br />William Messa who was somewhat in arrears. He mentioned that arrangements <br />had been made with Mr. Messa to make tw-o payments on account in January and <br />spoke with regards to shutting -off the water at the Messa property on Spring <br />Street if Mr. Messa did not make his second payment on January 25th. Some <br />discussion followed with regards the.'Messa account, both concerning water and <br />delinquent taxes. Mayor.Pickard promised to look into the matter and see if <br />something could be done to assist Mr. Idessa in this regard. <br />Councilman Orloff, of the Laws and Judiciary Committee, brought up the <br />two ordinances which were given their first reading at the December 4th meeting. <br />The Clerk was then instructed to read.these ordinances for the second time. <br />Ordinance No. 166 - - "An Ordinance Amending Subdivisions 15 and 16 of Section VIII <br />of Ordinance No. 113 of the Town of Pleasanton ", was adopted on motion of <br />Councilman Orloff, seconded by Councilman Apperson and with all Councilman present <br />voting in favor of same. Ordinance No. 168 - - "An Ordinance Constituting Neal <br />Street a Boulevard, Requiring the Operator of Every Vehicle to come to a Full <br />Stop Before Entering Or Crossing Said Street And providing For the Enf)rcement <br />Of This Ordinance ", was adopted -on motion of Councilman Orloff seconded by <br />Councilman Madsen and with all Councilmen present voting in favor of sane. <br />In the absence of Councilman Garatti,of the Street and Building Committee, <br />the mayor asked for a few remarks from M.M. Rodrigues, Superintendent of Streets <br />with regards to street conditionsir4lr,. Rodrigues reported on. Mr. Rodrigues <br />made the recommendation that a certain light on Spring Street be disconnected <br />and mowed to the intersection of'Railroad Avenue and Spring Street. The matter <br />was referred to Councilman Garatti for attention. Mr. Rodrigues also took up <br />the matter of putting a valve in the City hall in connection with the heating <br />plant. This had been advised because certain rooms in the hall were used on <br />Wednesday and holidays when the library part was closed and by having a valve <br />properly placed the heat in the City Hall eould be turned off as regards the <br />reading room and the club room-and thus considerable expense avoided. The <br />Councilmembers were favorable to this suggestion and Mr. Rodrigues was <br />instructed to look into the matter and report on the cost of same at the <br />next meeting. Mr. Rodrigues was question with regards to the condition of <br />the railroad crossings which had been ordered repaired sometime ago. He <br />answered by saying the work generally had been satisfactory but that the <br />Southern Pacific crossings and especially the one on Neal Street should be <br />given further attention. He stated that some patching had been done on Neal <br />Street crossing but that little benefit had accrued. The Council thendecided <br />that a special meeting should be held next Monday evening, January 8th at which <br />time the Roadmaster of the Southern Pacific at Niles should be notified to appear <br />before the Council for a discussion of the crossings. <br />Clerk Ernest W. Schween reported to the Council with regards to his <br />visit to the Civil Works Administration office in Oakland and phone calls <br />and letters which had been received since. He also stated that ag••soon as <br />word would be received from the Western Pacific Railroad Company with <br />regards to putting the ditch through their property and which had to be in <br />writing that he expected that the Civil Works Administration would send word <br />to the municipality that the work was to progress. <br />The following resolutions were then-presented: <br />Resolution No. 1488 -- Authorizing the payment of the salaries of the municipal, <br />officers for the month of December and amounting t o $745.00. <br />No.1489 - -- Authorizing the payment of seven coupons of interest at $12.50 <br />each on water bonds and amounting to $87.50. <br />Action on these resolutions were then taken as follows: <br />Resolution No. 1488 -- Adopted on motion of Councilman Apperson seconded by <br />Councilman Orloff and with all present voting in favor of <br />same @xcepting Councilman Mad §*en Who -vcTtedrfavorably. on all <br />exoeptidg, the salary of the Fire Chief on which he voted "No." <br />Resolution No. 1489 -- Adopted on motion of Councilman Madsen seconded by Councilman <br />Apperson and with all present voting in favor of:same. <br />
