26 <br />Pleasanton, California <br />December 18, 1950 <br />The Council of the Town of Pleasanton met in regular adjourned session.at <br />7:30 P.M. on the above date with Mayor Oxsen in the chair. Roll call showed: <br />Councilmen Hansen, Trimingham and Abrott present <br />Absent Councilman Hewitson due to illness. <br />MAYOR OXSEN stated that the purpose of this meeting as publicized was a public <br />hearing on Rent Controls. The Council being first regularly petitioned by res- <br />ident property owners to apply for De- control of rent. It was today, however, <br />presented with a petition to maintain Rent Controls. Therefore all present here <br />to night would be called upon to voice his or her opinion. <br />The Mayor asked that each person please introduce himself and then let himself <br />be heard. <br />MR. PETER C. MADSEN: Favored De- Control stating that he had five rentals and <br />today was still only obtaining the same rent that he was getting during the <br />Depression. That Taxes, Insurance with general up -keep had increased but <br />he was not permitted under Rent- Control to even meet these increases by advanc- <br />ing the rent according. The only increases he would ask would be that of get- <br />ting enough to meet the costs, and give himself a fair return on his investments. <br />During War one doesn't mind making sacrifices but while not at war if I ask <br />too much rent the renters can move out. But I'll only ask a fair rent. <br />MR. NEVIS: De- Control for the simple reason that I have nothing to say under <br />the controls, about my own property. I'm not asking for an increase of Rent <br />just to be able to do with my property as I wish I'm asking for De_Control. <br />MR. JOE PASSEFFI: De- Control Taxes ar up cost of materials is up I can't <br />make anything due to rising costs. <br />MRS. Maintain Controls read a letter from her mother Mrs. Myers <br />stating that there are no rentals available in Pleasanton. She had spent over <br />$1,000.00 of her own, maintaining the house she is renting on Rose Ave. <br />MR. CHAS. REED: Controls because of the present world situation, with no <br />available rentals, he presented Petition in favor of maintaining Controls. <br />MRS. SHIVERS: De- Control Taxes and everything is up not asking for raise <br />other than to meet these increases. <br />MR. AL. AVILLA: D- Control not to raise rents but to be my own boss over my <br />own property. <br />MR. AMARAL: De- Control. <br />MRS. PIMENTEL: De- Control. <br />MRS. ROSE: 8e- Control not to raise rents, but to have say over own property. <br />MR. HANSEN: De- Control. <br />MR. MADSEN again asked for the floor stating that renters had more to say af- <br />ter they moved in than the owners. Mr. Madsen related having one house for rent <br />to a couple for %25.00 per month they in turn rented one bedroom for $10.00 <br />per week. Mr. Madsen, went on to state, that renters in Pleasanton couldn't <br />afford to move, as rent in Pleasanton was too cheap'. <br />MAYOR OXSEN: That owners would naturally make only necessary raises, if any, <br />where as if many complaints were filed with the Federal Housing Authority, <br />Controls would again in all probality, be re- established. <br />MRS. HANSEN: Stated that in many cases inferior pieces of property or apart- <br />ments were renting for more than nicer pieces of property were able to charge <br />under the controls and were thus not getting a fair return for their invest- <br />ment. That older houses never rented before and of cours did'nt come under <br />Controls were able to charge more and many of these were sorely in need of <br />repair. They personally were not affected by the Controls and had very good <br />tenants and were not going to raise rents. But many of their friends were <br />caught under these circumstances hence their pleas for De- Control <br />
