The Organization Committee developed and revised many of the organization's internal <br />controls including a Policy and Procedures Manual, Financial Controls and Guidelines, and an <br />expanded budget review process. <br />Executive Director Pamela Stoddard joined with a number of California Main Street <br />communities to form CAMSA (California State Main Street Association), a non-profit <br />organization created to advocate and lobby on behalf of the statewide and local Main Street <br />programs, and was selected as Secretary of the organi?ati0n. <br /> <br />BUDGET <br />The PDA annual assessment revenue for 2002 was $118,561. The assessmem revenue budget for 2003 <br />is projected at $116,000; this amount is conservative, reflecting the eominued sluggish, and uncertain, <br />economic perforreamee and conditions of the past year. As such, there are no proposed changes to the <br />assessment formula. The City and the PDA are entering the fourth year ora five-year agreement, <br />whereby the City agrees to match the annual assessment revenue generated by the bus'messes within the <br />downtown district. The annual assessment to the City match represent approximately 39% of the total <br />2003 budget, with event revenue comprising 56% of the budgeted revenues. <br /> <br />For 2003, the PDA is proposing a total of 23 events, with 10 street closure days. The proposed evems <br />are as follows: (4) First Wednesday Street parties (May, June, July and August); (11) Concerts in the <br />Park in Lions Wayside Park (June through mid-August); (2) Antiques Fakes (May and October); (2) <br />Wine Strolls (February and July); (1) Heritage Days Festival (June); (I) Hot Rod Heaven (August); (1) <br />Ra'b Cook-Off(September); and (1) Victorian Holiday Evening (November). <br /> <br />The budget includes a full-time Executive Director, and a full-time Office Manager budgeted for 40 <br />hours a week (this position has been part-time in previous years). An Event Coordinator(s) will be hired <br />as an independent contractor(s) to facilitate the First Wednesday Street Parties and Hot Rod Heaven. <br />The office staff will manage the remainder of the events. <br /> <br />Insurance includes general liab'flity, liquor liability, a special policy for Hot Rod Heaven and Board of <br />Director's liability. <br /> <br /> <br />
