In that event, the contributing school district shall <br />receive a credit which may later be reduced by the transfer back <br />of subsequent fees received on the account of the recipient <br />school district. <br />Section 17.28.100 ~pproved School ExpaDsion Plan <br /> (a) Each school district for which Council has approved <br /> findings of overcrowding shall prepare and forward to the City <br /> Council a ,,school expansion plan." <br /> (b) A school expansion plan may consist of a list, a <br /> drawing, plans or other identification of capital projects <br /> designed to increase classroom space. The school expansion plan <br /> if said remodeling increases <br /> can include remodeling work but only <br /> the student capacity of the existing facilities. Existing school <br /> plans prepared for other purposes may suffice as the school <br /> facility plan if said plans adequately describe the nature of the <br /> proposed capital projects. <br /> (c) Upon receipt of the proposed school expansion plan <br /> the City Council shall determine by resolution that the plan <br /> reasonably mitigates school overcrowding and that the plan will <br /> be of special benefit to properties subject to fees established <br /> by this chapter. Any plan so approved may be referred to as an <br /> ,,approved school expansion plan." <br /> Section 17.28.110 Disbursement of Funds <br /> (a) The Director of Finance shall provide for <br /> disbursement of funds to each impacted school district upon <br /> identification of a discrete project requiring funding or upon a <br /> schedule the Director shall determine is reasonable and <br /> convenient- <br /> (b) Release of funds shall be conditioned upon their <br /> use pursuant to an approved school expansion plan. <br /> Section 17.28.120 Annual Report and Termination of Fees <br /> (a) On or prior to January 1 of each year, each <br /> impacted school district shall transmit to the City: <br /> (1) An annual accounting demonstrating that the <br /> School district disbursed funds received in the prior <br /> year or years in accordance with an approved school <br /> expansion plan- <br /> (2) An update on the status and validity of the <br /> findings of overcrowding- <br /> (b) The Director of Finance shall mai~ a copy of the <br /> annual accounting from the school districts to developers who <br /> built more than ten dwelling units in the previous calendar year, <br /> to each listed member of the Oversight Committee established in <br /> <br /> - 7 - <br /> <br /> <br />
