Implementation Regulations <br /> Growth Limitation Plan <br /> ASSIGNING PREFERENCE POINT VALUES <br /> The Planning Manager will determine whether crediting the maximum number of points for <br /> qualifying preference criteria is warranted, or whether a partial credit or no credit is more <br /> appropriate. The Planning Manager may consider, but is not limited to, the following attributes <br /> when assigning preference points: <br /> Connections and Public Amenities <br /> Broadway Plaza and Main/Locust Street Linkage <br /> 1. The linkage may be visual and/or physical in nature such that a draw is created to <br /> entice pedestrians across Mt. Diablo Blvd. To create the sense of an integrated <br /> downtown. This may include: <br /> a) Implementation of the ideas and concepts in the Downtown Enhancement <br /> Plan for the Mark Morris and Bank of America sites. <br /> b) Improved visual and physical connections at the north end of Broadway <br /> Plaza (street) north across Mt. Diablo. This could include upgraded street <br /> crossings as recommended in the Creek Master Plan and distinctive <br /> architecture. <br /> c) Improved visual and physical upgrades to the Main St. /Mt. Diablo and <br /> Locust St. /Mt. Diablo intersections both public and private improvements. <br /> Pedestrian Link from BART to the Downtown <br /> 1. Pedestrian links to BART and the Downtown are discussed in the Rai Okamoto <br /> report, on file in the Planning Division. The linkage may be visual and /or <br /> physical in nature such that a draw is created to entice pedestrians across Ygnacio <br /> Valley Road toward the downtown. The primary sites that would qualify for this <br /> credit are the Target site, the Shell Service Station site at the comer of Ygnacio <br /> and California Blvd., and the Parker -Robb site. <br /> Downtown Pedestrian Oriented Atmosphere includes: <br /> 1. Provision of outdoor public spaces such as plazas, gathering and seating areas and <br /> other features which enhance the pedestrian experience such as fountains and <br /> artwork. <br /> 2. Outdoor dining that is interactive visually and physically with the public right of <br /> way. <br /> Specific Plan/Master Plan Implementation <br /> Plan implementation includes: <br /> 20 <br />
