Implementation Regulations <br /> Growth Limitation Plan <br /> PEAK HOUR TRIP GENERATION RATE The highest one hour weighted average vehicle <br /> trip generation rate between 4:00 and 6:00 P.M. when the adjacent street traffic is at its peak. <br /> PEAK HOUR TRIP POINT REDUCTION RATE The rate at which points are deducted on <br /> the traffic weighted point system as the number of P.M. peak hour trips increases. <br /> PREFERENCE CRITERIA A list of development objectives identified by the City Council <br /> coinciding with the two year commercial development cycles. The preference criteria may be <br /> expressed as goals, policies, programs, or priority projects. The City Council will assign points <br /> to each of the items on the list. Preference criteria points will be totaled under the traffic <br /> weighted point system when determining whether a project will be granted an allocation. <br /> ROADWAY LEVEL OF SERVICE STANDARDS Roadway Level of Service Standards <br /> will be met or maintained if a traffic study shows that a project, at the time of project review, <br /> ff does not: <br /> l <br /> a) increase the Volume to Capacity (v /c) ratio above existing conditions on a <br /> Regional Corridor, and <br /> 1 <br /> b) increase the v/c ratio of any other intersection above the standards set forth on <br /> Table 2 -9 of the General Plan, and <br /> c) increase the v/c ratio of any intersection that already exceeds the General Plan <br /> standards (see Table 2 -9). <br /> SMALL PROJECT ALLOCATION POOL At the beginning of each two year commercial <br /> development cycle, the City Council may reserve up to 25,000 square feet of the total allocation <br /> pool for small projects. Small projects are new projects, or expansions of existing projects, less <br /> than 1,500 square feet in net new area. <br /> STRUCTURE, EXISTING For the purposes of these regulations, an existing structure is any <br /> building having a roof supported by columns or walls for the housing or the enclosure of persons, <br /> animals, or property of any kind. When redeveloping a site, credit for existing square footage <br /> shall not be given for accessory structures, greenhouses, garages, carports, breezeways, attics <br /> without floors, open porches, balconies or terraces unless replaced with similar structures and/or <br /> uses. <br /> TRAFFIC ENGINEER, WALNUT CREEK CERTIFIED A qualified traffic engineer from <br /> a company that is familiar with the regulations and methods used to calculate traffic standards in <br /> the City of Walnut Creek. The traffic engineer or company must be approved by the City's <br /> Transportation Administrator. <br /> TRAFFIC WEIGHTED POINT SYSTEM A method of selecting projects on a 100 point <br /> scale where points are deducted based on the number of net new P.M. peak hour trips generated <br /> by a project, and are credited for meeting certain development objectives (preference criteria). <br /> To receive an allocation reservation for commercial square footage, or to qualify to develop a <br /> residential project, the total project score must be higher than the minimum qualifying score <br /> established by the City Council. <br /> 17 <br />
