Implementation Regulations <br /> Growth Limitation Plan <br /> GLOSSARY <br /> ALLOCATION The amount of commercial square footage or number of dwelling units that <br /> may be reserved from the allocation pool for specific projects after a project application is <br /> deemed complete. <br /> ALLOCATION POOL The total amount of square footage that may be reserved for <br /> commercial projects in a two year development cycle; and the total number of dwelling units that <br /> may be constructed over the 10 year life of the Growth Limitation Plan. <br /> ALLOCATION RESERVATION After completion of a request for an allocation reservation <br /> form, the Planning Manager will issue a reservation for a certain amount of square footage or <br /> dwelling units to be held aside for a project for a specified period of time. <br /> 1 <br /> APPLICATION, COMPLETE A determination made by the Planning Manager or designee <br /> that all of the required information submitted by an applicant for a development project is correct <br /> and ready for processing. For projects requiring a traffic study, the study must be complete and E <br /> submitted with the application materials. For projects requiring an environmental determination, <br /> notification will be made regarding the extent of environmental review (Negative Declaration or <br /> an Environmental Impact Report) within 30 days after the application is deemed complete. <br /> DEVELOPMENT CYCLE, COMMERCIAL The two year period beginning September 1, <br /> 1993, and continuing every two years thereafter, until August 31, 2005. <br /> DEVELOPMENT PROJECT or PROJECT For the purpose of these regulations, a <br /> development project is net new development on a vacant or underutilized site, expansion of an <br /> existing structure, or demolition and reconstruction on an existing site which results in an <br /> increase in square footage or dwelling units. A commercial project shall receive construction <br /> permits within one development cycle, or within two years. A residential project shall receive <br /> construction permits within two years. <br /> GOOD FAITH EFFORT Making a "good faith effort" to complete a project includes, but is <br /> not limited to, timely pursuit of City permits, construction documents, bid documents and <br /> attainment of financing. <br /> INTERSECTION, MAJOR Any of the City's signalized intersections on any intersection <br /> identified as "major" by the Transportation Administrator. <br /> ITE TRIP GENERATION INFORMATION REPORT An informational report prepared by <br /> the Institute of Transportation Engineers and developed as a reference for the estimation of the <br /> number of vehicle trips likely to be generated by specific land uses. <br /> MINIMUM QUALIFYING POINT SCORE The total number of points necessary to qualify <br /> for an allocation reservation through a combination of peak hour trip reduction and preference <br /> criteria points. <br /> 16 <br />
