Implementation Regulations <br /> Growth Limitation Plan <br /> development cycle. The construction of future buildings on the <br /> project site will require an allocation reservation since commercial <br /> square footage cannot be reserved for more than one additional <br /> two -year development cycle. <br /> 5. Applications in the P -R, Pedestrian Retail District <br /> An average peak hour trip generation rate for all permitted land uses in the <br /> Pedestrian Retail zoning district will be determined by the Transportation <br /> Administrator. One standard rate shall be used in the Pedestrian Retail <br /> district because the district functions as a central shopping area. The <br /> district consists of many land uses served by centrally located parking <br /> facilities. Uses often change within existing structures. Rather than <br /> determine peak hour trip generation rates for each individual land use, an <br /> average peak hour trip generation rate will be applied to the entire district. <br /> Peak hour trip generation rates for land uses conditionally permitted in the <br /> Pedestrian Retail district may be taken into consideration by the Planning <br /> Commission when granting Conditional Use Permits. <br /> 6. Applications in Shopping Centers <br /> An average peak hour trip generation rate for all land uses permitted in the <br /> S -C, Shopping Center zoning district, and in shopping centers in P -D, <br /> Planned Development districts, will be determined by the Transportation <br /> Administrator. Peak hour trip generation rates for land uses conditionally <br /> permitted in the shopping centers may be taken into consideration by the <br /> Planning Commission when granting Conditional Use Permits. <br /> E. Expiration of an Allocation Reservation <br /> An allocation reservation does not guarantee the amount of square footage <br /> requested and approved by the Planning Manager unless the applicant <br /> demonstrates that application processing is keeping substantial pace with the <br /> proposed project schedule submitted with the reservation request. Failure to <br /> comply with the schedule may mean cancellation of the reserved square footage. <br /> Applicants may request an extension of the allocation reservation. If the request <br /> is denied, the reserved square footage is returned to the allocation pool. <br /> Vil. "GRANDFATHERED" PROJECTS <br /> The following projects are exempt from the Growth Limitation Plan: <br /> A. All applications deemed complete by the City prior to September 1, 1993.
