Implementation Regulations <br /> Growth Limitation Plan <br /> 4. Subdivisions <br /> In addition to the processing requirements specified in the City's <br /> Subdivision Ordinance, applications for subdivisions will be processed as <br /> follows: <br /> a. Residential Subdivisions <br /> If performance and roadway level of service standards can be met <br /> or maintained, the applicant may proceed with the project, subject <br /> to compliance with General Plan land use, zoning designations and <br /> other planning requirements. <br /> If the development project is processed according to the standards <br /> in the traffic weighted point system, and the total project size <br /> results in a score below the minimum qualifying score, the <br /> applicant may reduce the project size, or construct the project in <br /> phases. The number of dwelling units that would be permitted to <br /> be constructed within two years shall be no greater than the amount <br /> of development that would otherwise be permitted if each phase, or <br /> combination of phases, were considered as an individual project <br /> under the traffic weighted point system. <br /> b. Commercial Subdivisions <br /> All development proposed within a single two year development <br /> cycle, on a parcel subdivided after September 1, 1993, shall be <br /> considered a single project for the purposes of these regulations. <br /> Applicants for Subdivisions which are accompanied by an <br /> application for net new development may request an allocation <br /> reservation when the project application is deemed complete. <br /> Actual square footage will not be deducted from the commercial <br /> development cap until a building permit is obtained for the <br /> proposed structures. <br /> The approving body may deny the subdivision if the total amount <br /> of development proposed on the subdivision map exceeds the <br /> maximum permitted under the traffic weighted point system in a <br /> two -year development cycle. <br /> The approving body may approve the subdivision and set <br /> conditions on the amount and rate of development. A phasing <br /> schedule may be required which limits the amount of development <br /> taking place within the subdivision to a certain amount per <br /> 9 <br />
