Implementation Regulations <br /> Growth Limitation Plan <br /> determines that the project applicant has made a good faith effort to proceed <br /> through the building permit process. The term of the extension shall be <br /> determined by the Planning Manager. <br /> For residential projects, the Planning Manager shall allow the maximum number <br /> of units that would be permitted consistent with meeting the roadway level of <br /> service standards, or the number of dwelling units that would be permitted under <br /> the traffic weighted point system, over any two year period. The number of <br /> dwelling units will be deducted from the residential development cap when the <br /> applicant obtains a building permit. <br /> Square footage may be reserved from the next two year development cycle, but <br /> cannot be allocated until that two year period begins. Reservations from the next <br /> development cycle can be made under the following circumstances: <br /> 1. When a project application is received in the latter part of the two year <br /> development cycle, and it is likely that the project cannot be completed <br /> within the current development cycle; <br /> 2. When a project is proposed that involves multiple permit approvals and <br /> the preparation of an Environmental Impact Report, and it appears that the <br /> project approvals and environmental review process will not be completed <br /> within the current two year development cycle; or, <br /> 3. When a project is proposed in phases, the applicant may request a square <br /> foot reservation or dwelling unit allocation for one or more phases in the <br /> current development cycle, and request a reservation for subsequent phases <br /> in the next two year cycle. No reservations may be requested beyond the <br /> second two year development cycle. <br /> A phased project will be reviewed as a single project. Each phase will be <br /> considered separately for allocation of square footage or dwelling units. <br /> More than one phase may be constructed in the same development cycle <br /> provided the combination of phases constructed complies with roadway <br /> level of service standards or the traffic weighted point system, and does <br /> not exceed the maximum project size limits under the development caps. <br /> D. Project Development Applications <br /> 1. Design Review Approval <br /> Applications for Design Review Approval will follow the procedure <br /> described above for processing an application, including environmental <br /> review. <br /> 7 <br />
